This Implementation Package summarizes the result of an effort to develop a more durable traffic marking material-Epoxy Thermoplastic (ETP). The report includes background information on the development of ETP, a discussion of the field tests and evaluations, the material composition and equipment modifications for applying ETP. The package also includes material specifications for purchasing ETP and specifications for the application of ETP by contract.

The FY14 annual report measures status and progress of projects awarded since 2003 and tracked by the compliance team. Within this version of the report, the projects are grouped by status. Within this version of the report, the projects are first grouped by the county in which they were awarded and subcategorized according to their status. Iowa has approximately 1000 bridges that have been overlaid with a nominal 2" of portland cement concrete. A Delamtect survey of a sampling of the older overlaid bridges indicated delaminations in several of them. Eventually these bridges as well as those that have not received an overlay must be programmed for rehabilitation. Prior to rehabilitation the areas which are delaminated must be identified. There are currently two standard methods of determining delaminated areas in bridge decks; sounding with a metal object or a chain drag and sounding with an electro-mechanical sounding system (Delamtect). Sounding with a metal object or chain drag is time consuming and the accuracy is dependent on the ear of the operator and may be affected by traffic noise. The Delamtect requires less field time but the graphical traces require that data reduction be done in the office. A recently developed method of detecting delamination is infrared thermography. This method is based on the temperature difference between sound and delaminated concrete. A contract was negotiated with Donohue and Associates, Inc. of Sheboygan, Wisconsin, to survey 18 p.c. concrete overlaid bridge decks in Iowa using the infrared thermography method of detecting delaminations.

This publication strives to identify all service contracts administered by the Iowa Department of Public Health during the period of July 1, 2014 through June 30, 2015. Contracts may have been increased or decreased, and contract titles changed during the published period. Contracts listed in this summary are shown in alphabetical order by contractor within the county. Interdepartmental Agreements with state government agencies are at the back of the listing. Each page is divided into eight columns which identify the following: column 1: the county of the contractor; column 2: the contractor; column 3: the contract number; column 4: the contract title; column 5: the contract amount; column 6: the funding source; column 7: the start date of the contract and column 8: the end date of the contract.
