During the 1980-81 fiscal year, the Office of Transportation Research conducted a study to examine the existing locations of highway maintenance garages in a study area provided by the Office of Maintenance. The study successfully identified a model referred to as an "Optimum Allocation Model" for examining highway maintenance garage locations in a given area. This model can optimally assign highway segments to maintenance garages and can also be used to evaluate the financial impact of closing or relocating a highway maintenance garage utilizing the highway maintenance-related data currently available at the Iowa DOT. The present study employs the optimum allocation model to examine the existing highway maintenance garage locations in two selected areas in the southeastern and southwestern parts of the state. These areas were selected by the Office of Maintenance and are referred to as "Study Area No. 1" and "Study Area No. 2" in this study. These study areas are shown in Appendices 1 and 2, respectively.

The Summit Lake Watershed Improvement Project is a watershed-based sediment control project designed to greatly reduce to nearly eliminate sedimentation of an existing lake that is being renovated for use as a water source in southern Iowa. Summit Lake is owned by the City of Creston and was once a water source lake until around 1984. The watershed improvements will include lakeshore stabilization and erosion control practices as a precursor for related improvements to the lake and overall 4,900-acre watershed. Best practices included in this phase are the implementation of riprap, a rain garden, grade stabilization structures, grassed waterways, terraces, basins, water use and access ordinances, education and outreach, water monitoring, and other stream bank improvements. These improvements, along with leveraged work to be done by strategic partners, will enable the lake to be used for local and regional water supplies by sustaining the lake for many years to come. Without the lake rehabilitation, the lake will likely be filled with sedimentation to the point that it will have no recreational value. Key partners are the City of Creston, IDNR, Southern Iowa Rural Water Association, Union County, the Union County NRCS office, Southwestern Community College, and the Summit Lake Association, which is a non-profit group of landowners working to protect the lake. The project will address WIRB targets: a) streambank stabilization, b) livestock runoff, c) agricultural runoff and drainage, d) stormwater runoff, and e) a section of inadequately sewered community.

The purpose of this investigation was to obtain information relative to the alkali-silica reaction in Iowa aggregates. Of particular concern were those aggregates in southwestern Iowa thought to be potentially alkali reactive. Further, should those aggregates have proven to be alkali-reactive, at what cement alkali content could these aggregates be considered to be deleteriously reactive? If the aggregates were proven to be reactive, what types of effects might show up in a structure in which an alkali-silica reaction has occurred? Also, what environmental conditions would cause the reaction? Finally, based on the information obtained from the investigation, would it be possible to raise the cement alkali content specifications? Would the Iowa DOT eliminate the alkali content limits altogether except for cement used with reactive aggregate in the same manner as AASHTO or ASTM? Also, would there be any other side effects that might occur as the result of using high alkali-cement?

Stage-discharge relations constitute a viable, alternative technique for estimating accurately flow for ungaged sites. In this research, we have utilized pressure transducers and Large Scale Particle Image Velocimetry techniques to develop stage-discharge relations at eleven sites in the Hungry Canyon Area (HCA) of southwestern Iowa under different hydrologic conditions. We have employed these data to calibrate and verify an established hydrologic model and then we have used this model to provide a stage discharge relation for different hydrologic conditions (i.e. rating curves). The benefits of the project are numerous including that the discharge data will be used for a number of purposes, including operational decision making in the HCA about the design of water-control and conveyance structures, input for hydraulic and hydrologic models, and calculation of sediment and other water quality constituents transport and “loads”, and for decision making. This project has also pointed out the difficulties in measuring flows in ungaged streams with ice jams, steep banks, erodible beds, and floating debris.
