In appointing the Iowa Privacy Task Force, Governor Vilsack sought to obtain the opinions of both average Iowa citizens and businesses and professionals that work with health and financial information. The Governor recognized that the free flow of information is essential to the vitality of the Iowa economy. At the same time, he also recognized the legitimate fears and concerns of Iowa citizens with the potential loss of privacy inherent in the vast new information flows in this new economy. In order to obtain broad and balanced input, the Governor appointed half the members of the Task Force to represent average Iowa citizens. The other half of the Task Force was appointed with representatives of the financial services industry, providers of health care and the health insurance industry. The Task Force was further balanced to represent the different geographic regions of the state and gender. A total of 32 members were appointed to the Task Force.

Concrete durability may be considered as the ability to maintain serviceability over the design life without significant deterioration, and is generally a direct function of the mixture permeability. Therefore, reducing permeability will improve the potential durability of a given mixture and, in turn, improve the serviceability and longevity of the structure. Given the importance of this property, engineers often look for methods that can decrease permeability. One approach is to add chemical compounds known as integral waterproofing admixtures or permeability-reducing admixtures, which help fill and block capillary pores in the paste. Currently, there are no standard approaches to evaluate the effectiveness of permeability-reducing admixtures or to compare different products in the US. A review of manufacturers’ data sheets shows that a wide range of test methods have been used, and rarely are the same tests used on more than one product. This study investigated the fresh and hardened properties of mixtures containing commercially available hydrophilic and hydrophobic types of permeability-reducing admixtures. The aim was to develop a standard test protocol that would help owners, engineers, and specifiers compare different products and to evaluate their effects on concrete mixtures that may be exposed to hydrostatic or non-hydrostatic pressure. In this experimental program, 11 concrete mixtures were prepared with a fixed water-to-cement ratio and cement content. One plain mixture was prepared as a reference, 5 mixtures were prepared using the recommended dosage of the different permeability-reducing admixtures, and 5 mixtures were prepared using double the recommended dosage. Slump, air content, setting time, compressive and flexural strength, shrinkage, and durability indicating tests including electrical resistivity, rapid chloride penetration, air permeability, permeable voids, and sorptivity tests were conducted at various ages. The data are presented and recommendations for a testing protocol are provided.

Previous studies in the United States and internationally suggest that low motorcycle conspicuity, or the inability of the motorcyclist to be seen by other road users, is thought to be an important factor associated with risk of motorcycle crashes. However, there has been limited research on motorcycle conspicuity in the United States in the past two decades, while at the same time; there has been a renewed interest from states in increasing motorcycle conspicuity and motorist awareness. As such, this research revisits the motorcycle conspicuity problem by analysis of helmet-use and motorcycle crash data. First, this study reviews previous studies on motorcycle conspicuity with a focus on the effectiveness of proposed measures for enhancing motorcycle conspicuity. The major trends in motorcycle helmet use by time of day and road type for motorcyclists, as indicated from three roadside observational roadside surveys in Iowa, are also discussed. Then, using motorcycle crash data for Iowa from 2001 to 2008, this research compares single-and two-vehicle motorcycle crashes and examines the distribution of conspicuity related factors in light and dark conditions in two-vehicle crashes that could potentially relate to a collision between a motorcycle and another vehicle. The limitations of examining motorcycle conspicuity by analysis of crash data are also discussed. Finally, this report outlines recommendations based on the key findings of the study.
