The overall objective of this experimental program was to obtain quantitative comparisons between leaded and nonleaded gasolines as used in a variety of Iowa State Highway Connnission vehicles. These quantitative comparisons were to be made in terms of exhaust emissions, maintenance costs and fuel economy.

This paper carries the rather weighty title of "Evolution of Design Practice at the Iowa State Highway Commission for the Determination of Peak Discharges at .Bridges and Culverts." Hopefully, this evolving process will lead to a more precise definition of a peak rate of runoff for a selected recurrence interval at a particular site. In this paper the author will relate where the Highway Commission has been, is now, and will be going in this art of hydrology. He will then offer some examples at a few sites in Iowa to illustrate the use of the various methods. Finally, he will look ahead to some of the pitfalls still lying in wait for us.

In February of 1968 a cooperative research project by the Iowa State Highway Commission (Project No. HR-136) and the University of Iowa, Iowa City, Iowa was initiated in order to determine experimentally the creep and shrinkage characteristics of lightweight-aggregate concrete used in the State of Iowa. This report is concerned with Phase 1 of the Project as described in the Prospectus for the project submitted in November of 1967: "The State Highway Commission is planning to conduct pilot studies in prestressed-lightweight structures fabricated with materials that are proposed for use in bridge structures in the near future. Thus, Phase will have as its immediate objective, investigating the materials to be used in the above mentioned pilot studies.” (1) The work described in this report was also carried out in conjunction with a second cooperative project: "Time-Dependent Camber and Deflection of Non-Composite and Composite Lightweight-Prestressed Concrete Beams" (Project No. HR-137).

This is the fifth publication in a series of compilations of the reports on research completed for the Iowa State Highway Commission. This research was done for the Iowa State Highway Research Board Project HR-1, "The Loess and Glacial Till Materials of Iowa; an Investigation of Their Physical and Chemical Properties and Techniques for Processing Them to Increase Their All-Weather Stability for Road Construction." The research, started in 1950, was done by the Iowa Engineering Experiment Station under its project 283-S. The project was supported by funds from the Iowa State Highway Commission. The principal objectives of the project may be summed up as follows: 1. To determine by means of both field and laboratory studies the areal and stratigraphic variation in the physical and chemical properties of the loess and glacial till materials of Iowa. 2. To develop new equipment and methods for evaluating physical and chemical properties of soil where needed. 3. To correlate fundamental soil properties with the performance of soils in the highway structure. 4. To develop a scientific approach to the problem of soil stabilization based on the relationships between the properties of the soils and those of the admixtures. 5. To determine the manner in which the loess and glacial till materials of Iowa can be processed for optimum performance as highway embankments, sub-grades, base courses, and surface courses.

During the fiscal year, July 1, 1950 to June 30, 1951, the Iowa State Highway Commission expanded its research program by adding to the work under way during the previous fiscal year, fifteen substantial projects recommended to the Commission by the Iowa Highway Research Board. The major portion of the projects under way in the previous fiscal year have been active in this fiscal year. All of the additional projects have gotten under way during this fiscal year. This year, as in the past, the work has been performed partly by Commission forces and partly by outside agencies such as the Institute of Hydraulic Research at Iowa City, the State University of Iowa, Iowa State College, the Iowa Geological Survey and the United States Geological Survey. The major portion of the fifteen new projects has been assigned to these outside agencies.

A research project entitled "Residual Stresses and Fatigue Behavior of Welded Structural Members" was conducted at the Structural Research Laboratory of the Engineering Research Institute at Iowa State University under the sponsorship of the Iowa State Highway Commission. The objective of the project was to study experimentally the fatigue behavior of flange plates in welded beam sections as influenced by different residual stress distributions which are caused by different sizes of welds.

This report is submitted pursuant to a contract dated August 30, 1967, between the Iowa State Highway Commission and Howard, Needles, Tammen & Bergendoff, Consulting Engineers, in connection with studies determining (11,A) alternate pavement designs, and (11,B) criteria for geometric design studies. Included herein is that portion of the report covering Paragraph 11,A, comprising preparation of alternate type pavement designs (Portland Cement and Asphaltic Concrete) for the Cedar Valley Freeway and proposed US-518 from 1-80 to US-30. These alternate pavement designs consider quality and availability of aggregates, soil conditions and traffic information, to determine details and dimensions of pavement design. Comparative cost studies were prepared from alternate design data and recommendations as to pavement type are presented for Commission review.

The Communication System was developed for the Iowa State Highway Commission Materials Department to unitize the computer terminal system to speed up transmission of the various material test reports that flow between the central office and the six district offices. Letters may be sent from one corner of the state to the other and received in seconds instead of days going by mail.
