The planning effort for ISP began in 2006 when the IDOC retained the Durrant/PBA team of architects and planners to review the Iowa correctional system. The team conducted two studies in the following two years, the first being the April 2007 Iowa Department of Corrections Systemic Master Plan. Both studies addressed myriad aspects of the correctional system including treatment and re-entry needs and programs, security and training, and staffing.

The goal of the study is to locate a site appropriate for a 170 offender unit, based on an understanding of current needs, existing and proposed procedure and the longevity of existing facility use. The study is based on master-plan process. A framework on which multiple stages of infrastructure development can be based is initiated through the systemic study of infrastructure condition, infrastructure needs and treatment objectives.

The Duck Creek Watershed, the recipient of a 2009 DNR Watershed Management Planning Grant and a focus of an upcoming City of Davenport master plan, is characterized by relatively flat grades and highly impervious areas. Plagued by issues such as high bacteria loads, stream bank erosion and flooding, solving these problems may take generations. The City of Davenport has taken a microwatershed approach to identify the significant contributors to water quality and flooding issues that affect Duck Creek, its tributaries and the surrounding landscape to make inroads into the larger issues. This project is the next phase of a multi-phased project that addresses the microwatershed that includes St Ambrose University. Work here will improve water quality within Duck Creek and address major flooding issues on campus while also reducing downstream flooding. This project will convert an existing parking lot into a green parking area by removing the hard surface and installing below ground facilities for storm water infiltration, detention, and reuse. Permeable pavement, bio­ swales and infiltration areas will be constructed on top of the infiltration facilities. We estimate that this project will capture and treat 1,110,000 gallons (3.5 acre feet) of storm water runoff which accounts to the runoff volume from a 10-year storm event while reducing pollutants by 30-100%.

This report describes the first phase in a project to develop an electronic reference library (ERL) to help Iowa transportation officials efficiently access information in critical and heavily used documents. These documents include Standard Specifications for Bridge and Highway Construction (hereinafter called Standard Specifications), design manuals, standard drawings, the Construction Manual, and Material Instruction Memoranda (hereinafter called Material IMs). Additional items that could be included to enhance the ERL include phone books, letting dates, Internet links, computer programs distributed by the Iowa Department of Transportation (DOT), and local specifications, such as the Urban Standard Specifications of Public Improvements. All cross-references should be hyper linked, and a search engine should be provided. Revisions noted in the General Supplemental Specifications (hereinafter called the Supplemental Specifications) should be incorporated into the text of the Standard Specifications. The Standard Specifications should refer to related sections of other documents, and there should be reciprocal hyper links in those other documents. These features would speed research on critical issues and save staff time. A master plan and a pilot version were both developed in this first phase of the ERL.

With the Saylor Creek Watershed Improvement Project, Iowa Heartland RC&D and other area stakeholders have an opportunity to display how "best management practices" (BMPs) can reduce storm water runoff and improve the quality of that runoff in an urban setting. Conservation design is a uew approach to storm water management that addresses the negative impacts of storm water runoff and turns them into a positive. The master plan for the Prairie Trail development surrounding the watershed project will incorporate bioretention cells, bioswales, buffer strips, rain gardens, as well as native plant landscaping to slow storm water runoff and naturally clean sediment out of the water before it reaches Saylor Creek. In addition to conservation design elements, the project will utilize storm water detention ponds and creek bed restoration to develop a complete storm water "treatment train" system within Prairie Trail. The extensive use of conservation storm water management for Prairie Trail is unique for urban development in Iowa.

The bearing capacity and service life of a pavement is affected adversely by the presence of undrained water in the pavement layers. In cold winter climates like in Iowa, this problem is magnified further by the risk of frost damage when water is present. Therefore, well-performing subsurface drainage systems form an important aspect of pavement design by the Iowa Department of Transportation (DOT). However, controversial findings are also reported in the literature regarding the benefits of subsurface drainage. The goal of this research was not to investigate whether subdrains are needed in Iowa pavements, but to conduct an extensive performance review of primary interstate pavement subdrains in Iowa, determine the cause of the problem if there are drains that are not functioning properly, and investigate the effect of poor subdrain performance due to improper design, construction, and maintenance on pavement surface distresses, if any. An extensive literature review was performed covering national-level and state-level research studies mainly focusing on the effects of subsurface drainage on performance of asphalt and concrete pavements. Several studies concerning the effects of a recycled portland cement concrete (RPCC) subbase on PCC pavement drainage systems were also reviewed. A detailed forensic test plan was developed in consultation with the project technical advisory committee (TAC) for inspecting and evaluating the Iowa pavement subdrains. Field investigations were conducted on 64 selected (jointed plain concrete pavement/JPCP and hot-mix asphalt/HMA) pavement sites during the fall season of 2012 and were mainly focused on the drainage outlet conditions. Statistical analysis was conducted on the compiled data from field investigations to further investigate the effect of drainage on pavement performance. Most Iowa subsurface drainage system outlet blockage is due to tufa, sediment, and soil. Although higher blockage rates reduce the flow rate of water inside outlet pipes, it does not always stop water flowing from inside the outlet pipe to outside the outlet pipe unless the outlet is completely blocked. Few pavement surface distresses were observed near blocked subsurface drainage outlet spots. More shoulder distresses (shoulder drop or cracking) were observed near blocked drainage outlet spots compared to open ones. Both field observations and limited performance analysis indicate that drainage outlet conditions do not have a significant effect on pavement performance. The use of RPCC subbase in PCC pavements results in tufa formation, a primary cause of drainage outlet blockage in JPCP. Several useful recommendations to potentially improve Iowa subdrain performance, which warrant detailed field investigations, were made

Well-performing subsurface drainage systems form an important aspect of pavement design by the Iowa Department of Transportation (DOT). The recently completed Iowa Highway Research Board (IHRB) project TR-643 provided extensive insights into Iowa subsurface drainage practices and pavement subdrain outlet performance. However, the project TR-643 (Phase I) forensic testing and evaluation were carried out in a drought year and during the fall season in 2012. Based on the findings of IHRB Project TR-643, the Iowa DOT requested an expanded Phase II study to address several additional research needs: evaluate the seasonal variation effects (dry fall 2012 versus wet spring/summer 2013, etc.) on subdrain outlet condition and performance; investigate the characteristics of tufa formation in Iowa subdrain outlets; investigate the condition of composite pavement subdrain outlets; examine the effect of resurfacing/widening/rehabilitation on subdrain outlets (e.g., the effects of patching on subdrain outlet performance); and identify a suitable drain outlet protection mechanism (like a headwall) and design for Iowa subdrain outlets based on a review of practices adopted by nearby states. A detailed forensic test plan was developed and executed for inspecting the Iowa pavement subdrains in pursuit of fulfilling the Phase II study objectives. The observed outlets with blockage and the associated surface distresses in newly constructed jointed plain concrete pavements (JPCPs) were slightly higher during summer 2013 compared to fall 2012. However, these differences are not significant. Less tufa formation due to the recycled portland cement concrete (RPCC) base was observed with (a) the use of plastic outlet pipe without the gate screen–type rodent guard and (b) the use of blended RPCC and virgin aggregate materials. In hot-mix asphalt (HMA) over JPCP, moisture-related distress types (e.g., reflection cracking) were observed more near blocked drainage outlet locations than near “no blockage” outlet locations. This plan was developed to assist Alburnett with the management, budgeting and future planning of their urban forest. Across the state, forestry budgets continue to decrease with more and more of that money spent on tree removal. With the anticipated arrival of Emerald Ash Borer (EAB), an invasive pest that kills native ash trees, it is time to prepare for the increased costs of tree removal and replacement planting. With proper planning and management of the current canopy in Alburnett, these costs can be extended over years and public safety issues from dead and dying ash trees mitigated. Trees are an important component of Alburnett’s infrastructure and one of the greatest assets to the community. The benefits of trees are immense. Trees provide the community with improved air quality, stormwater runoff interception, energy conservation, lower traffic speeds, increased property values, reduced crime, improved mental health and create a desirable place to live, to name just a few benefits. It is essential that these benefits be maintained for the people of Alburnett and future generations through good urban forestry management. Good urban forestry management involves setting goals and developing management strategies to achieve these goals. An essential part of developing management strategies is a comprehensive public tree inventory. The inventory supplies information that will be used for maintenance, removal schedules, tree planting and budgeting. Basing actions on this information will help meet Alburnett’s urban forestry goals.

The Duck Creek watershed has been the target study area of multiple reports by multiple agencies including a 2009 DNR Watershed Master Planning Grant, and the 2011 Duck and Blackhawk Creek Stream Assessment. The information obtained from these reports has lead the City of Davenport to take a micro-watershed approach to identifying the significant contributors to flooding and water quality issues that affect Duck Creek, its tributaries and the surrounding landscape, and devise solutions to mitigate these concerns. The construction of the proposed Littig Area Detention Basin comes as a recommendation from the Comprehensive Stormwater Management Plan for Pheasant, Goose, and Silver Creeks as prepared by James M. Montgomery, Consulting Engineers, Inc. in September 1991. At the time this report was prepared this basin was one of eight regional detention basins proposed in the upstream watersheds to alleviate flooding on tributaries to Duck Creek. The basin is designed and situated to detain runoff from approximately two hundred and twenty-seven (227) acres of previously developed moderate density residential area with intermixed light business and schools. This basin will reduce flow rates entering the receiving waters from the two, five and ten year storm events by an average of eighty-five percent (85%) and reduce flow rates from the twenty-five, fifty, and one hundred year events by a11 average of fifty percent (50%). With this flow rate reduction it is anticipated that streambank erosion in the immediate downstream receiving waters can be reduced or even stopped. The reduction in sediment leaving this upstream area will greatly enhance the water quality further downstream in Goose and Duck Creeks.

This report is Iowa’s Three-Year Plan, which serves as the application for federal Juvenile Justice and Delinquency Prevention Act formula grant funding (JJDP Act). The Division of Criminal and Juvenile Justice Planning (CJJP) wrote Iowa’s Three-Year Plan. CJJP is the state agency responsible for administering the JJDP Act in Iowa. Federal officials refer to state administering agencies as the state planning agency (SPA). The Plan was developed and approved by Iowa’s Juvenile Justice Advisory Council. That Council assists with administration of the JJDP Act, and also provides guidance and direction to the SPA, the Governor and the legislature regarding juvenile justice issues in Iowa. Federal officials refer to such state level groups as state advisory groups (SAG’s). The acronyms SPA and SAG are used through this report.
