Concerning improvements to the State Capitol Grounds including placement of the Allison memorial and Soldiers and Sailor's momuments; removal of heating plant and relieving the state of coal, ashes, gas and smoke; provision of office space to the Adjutant General; an eventual executive mansion; provision of office buildings; and for a Supreme Court building where together with its library auxiliaries will have perpetual growth and constant accessbility; and propose restoration of natural scenic value of the capitol site.

The overall objective of this experimental program was to obtain quantitative comparisons between leaded and nonleaded gasolines as used in a variety of Iowa State Highway Connnission vehicles. These quantitative comparisons were to be made in terms of exhaust emissions, maintenance costs and fuel economy.

The State of Iowa is conducting an as5essment of Information Technology (IT) in the Executive Branch. The purpose of this assessment is to gather data on costs, applications, systems, utilization, operations, hardware assets, administration and activities associated with the provision of IT services. To accomplish this, two leading technology vendors conducted an intense assessment. These vendors, Integrated System Solutions Corporation (ISSC), and Electronic Data Systems (EDS) analyzed extensive data provided by the various ·agencies and conducted on-site interviews during the week of November 13, 1995. Additionally, in the first week of December, the American Federation of State, County, and Municipal Employees (AFSCME) Iowa Council 61 sponsored an assessment. These assessments are included as appendices B, C, and D to this report.

This paper carries the rather weighty title of "Evolution of Design Practice at the Iowa State Highway Commission for the Determination of Peak Discharges at .Bridges and Culverts." Hopefully, this evolving process will lead to a more precise definition of a peak rate of runoff for a selected recurrence interval at a particular site. In this paper the author will relate where the Highway Commission has been, is now, and will be going in this art of hydrology. He will then offer some examples at a few sites in Iowa to illustrate the use of the various methods. Finally, he will look ahead to some of the pitfalls still lying in wait for us.

The Revised Iowa Energy Conservation Plan: 1979-1980 is a blue print for the state's continued participation. The original Plan contained descriptions of more than 70 programs underway or conceived for state implementation with federal dollars. The Revised Plan contains only those programs to be funded in Federal dollars. The projects include five mandatory programs identified by DOE and several projects selected for funding by the Iowa Energy Policy Council (EPC), the policy making board which governs the state energy agency. The 18-member Council selected the conservation programs at its March 20-21, 1979 meeting. The Council retains the right to amend both the Plan and the budget at any time for the duration of the three-year program.

The Department of Natural Resources’ mission of “Leading Iowans in caring for our natural resources” provides the framework within which the Iowa State Park Recycling Research Study was conducted. Recycling at home and in places of business is becoming common for most Iowans but recycling is not available in any form at most Iowa State Parks. The Iowa State Park Recycling Research Study was undertaken to determine the amount of solid waste generated, primarily by campground guests, and how much of this waste is locally recyclable. The study also looked at existing solid waste hauling contracts and the location of area recycling centers. Based on data collected, recommendations are made regarding the economic and operational viability of implementing recycling in the eight (8) state parks participating in the study.
