COBRA: Continuation of Employer Group Health Insurance, March 2007

COBRA stands for Consolidated Omnibus Budget Reconciliation Act *COBRA is not insurance; it is the law, since 1985. COBRA allows employees and their dependents to continue employer group health insurance for several months when that insurance would usually end. *Insurance plans under COBRA are private health plans, not plans sold by the government. *The U.S. Departments of Labor and Treasury enforce COBRA.

Delinquency-Related Systems in Iowa: Substance Abuse, Mental Health, Education and Job Traning, April 2006

This report was developed to provide summary information to allow state agency staff, practitioners and juvenile justice system officials to access specific sections of Iowa’s Three Year Plan. It includes the “Service Network” section of Iowa’s 2006 Juvenile Justice and Delinquency Prevention Act formula grant Three-Year Plan. The complete Three Year Plan serves as Iowa’s application for Juvenile Justice and Delinquency Prevention Act formula grant funding. The information included in this report overviews some of the systems and services that relate to Iowa’s delinquency and CINA systems. The systems and services discussed include substance abuse , mental health, alternative or special education, and job training.

The local board of health is described in law in Iowa Code Chapter 137. It is described in rule in Iowa Administrative Code chapter 641.77. Law and rule define the structure, powers, and duties of the local board of health. The following information is a summation of the two. LOCAL BOARD OF HEALTH JURISDICTION AND APPOINTMENT: There are three types of local boards of health. 1. City (has to have been in existence before July 1, 2010) 2. County 3. District • City boards of health have jurisdiction over public health matters within the city. City board members are appointed by the city council. • County boards of health have jurisdiction over public health matters within the county. County board members are appointed by the county board of supervisors. • District boards of health have jurisdiction over public health matters within the district. District board of health members are appointed by the county boards of supervisors from the counties represented by the district.
