Iowa has been a HRSA State Planning Grant participant since October 2000. Iowa’s purpose in participating in the program has remained constant: to identify, through research, policies that will help expand access to affordable health insurance coverage for all Iowans. The Iowa State Planning Grant project (Iowa-SPG) has been able to serve as a significant state data resource on the uninsured in Iowa throughout its tenure. Through the use of State Planning Grant resources, policymakers, the media, and interested citizens have been able to access, from one convenient and trusted source, a variety of information on Iowa’s uninsured population. Section 1 of this report presents an update of state-level data on the uninsured with a focus on the data that has been of greatest interest to various Iowa constituencies during the State Planning Grant years, 2001-2005.

This meeting brings together Iowa Department of Public Health Office of Minority and Multicultural Health and The OMMH Advisory Council in facilitated processes using the Technology of Participation Methods: Focused Conversation; and Consensus Workshop. The workshop question: “Over the next three years what community coalition building strategies continue to move us toward our vision?” Best practices are defined as those actions that are successfully undertaken and make a difference in the target population. They are studied, documented and can be prescribed for others. For groups who seek to make a difference the study of best practices from other similar communities and populations offers the best opportunity to successfully make change. 2

Methamphetamine (meth) drug labs are not a new hazard to Iowa. In 2004, federal, state and local authorities seized more than 1,400 Iowa labs. These labs are discovered in houses, apartments, motel rooms, motor vehicles, and even an occasional combine. A dramatic decrease in the number of meth labs occurred in 2005 when a law restricting the purchase of pseudoephedrine was implemented. Although the number of meth labs has decreased, they continue to exist. Since there is currently no official federal guidance or regulations on how to clean up a former meth lab, the Iowa Department of Public Health, Division of Environmental Health, has created these basic guidelines to assist public health officials, property owners and the general public in cleaning up former meth lab properties.

The Iowa Department of Public Health Bureau of Family Health and the Child Health Specialty Clinics embarked on a five-year needs assessment in March 2008 with a daylong strategic planning session involving key administrative and staff personnel from both agencies. As part of the strategic planning, the participants began preparation of a comprehensive assessment to identify the need in Iowa for: preventive and primary care services for pregnant women, mothers, and infants; preventive and primary care services for children; and services for children and youth with special health care needs.

This document represents the Eighth Edition of what formerly was called Standards for Perinatal Centers. Since then, the name has changed to Guidelines for Perinatal Services, because use of the term “standards” connotes an inflexibility of application that is not intended. As noted in the preface to an earlier edition, so-called standards that apply to major urban areas are not always practical in rural America. Unfortunately, when a bad outcome occurs and litigation ensues, the differences between urban and rural are frequently ignored. These guidelines are not meant to hold Iowa hospitals and Iowa perinatal professionals to an impractical ideal.
