Legislative Guide to Marriage Law, December 2005

In the United States civil marriages are entered into either ceremonially, by means of compliance of the parties with state statutory requirements for marriage, or non-ceremonially by the parties satisfying the requirements of a common law marriage. A marriage contracted validly, whether by complying with statutory requirements or the requirements of a common law marriage, confers the identical rights, responsibilities, and privileges on the parties. The purpose of this Legislative Guide is to provide an overview of marriage as a civil contract imbued with a public interest, and of common law marriage and statutory marriage provisions. The Guide also provides a brief summary of recent developments in marriage law.

Issue review : tourism advertising and travel.

This issue review provides an analysis of the Economic Development Authority Tourism Office advertising funding and expenditures, along with a review of the methodology and results of the economic impact of travel on Iowa counties study.

Issue review : Secure an Advanced Vision for Education, or (SAVE) funding, fiscal year 2011 report and analysis.

During the 2010 legislative session, House File 2531, Fiscal Year 2011 Standing Appropriations Act, was enacted and required school districts to report the specific use of sales tax dollars for school infrastructure purposes to the Department of Education. The Department published SAVE SILO annual report reflecting data for fiscal year 2011. This issue review provides a summary and additional analysis of that information.

Joint Enrollment Report, 2011

The Iowa Department of Education collects information on joint enrollment in Iowa’s 15 community colleges. Jointly enrolled students are high school students enrolled in community college credit coursework. Most jointly enrolled students enroll through Senior Year Plus programs such as PSEO (Postsecondary Enrollment Options) and concurrent enrollment. Others enroll independently by paying tuition or enrolling in courses delivered through contractual agreements that do not meet the definition of concurrent enrollment. For more information about Senior Year Plus programs, please refer to the department’s website. This report consists of fiscal year and trend data on joint enrollment including headcount enrollment, credit hours, student demographics, and enrollment by program type and offering arrangement. All data included in this report is taken from the Community College Management Information System (MIS) and confirmed by each college, unless otherwise noted.

Issue review : fiscal year 2011 general fund budget projection.

This issue review provides an overall summary of Iowa's general fund budget. This issue review provides projections for the 2010 fiscal year and fiscal year 2011 budgets based on the October 7, 2009 revenue estimating conference's (REC) revenue estimate. The projection also includes the impact of the Governor's 10 percent across-the-board reduction to fiscal year 2010 general fund appropriations, and the Legislative Services Agency's most recent estimates of built-in and anticipated expenditures for fiscal year 2011.
