Debris accumulation on bridge piers is an on-going national problem that can obstruct the waterway openings at bridges and result in significant erosion of stream banks and scour at abutments and piers. In some cases, the accumulation of debris can adversely affect the operation of the waterway opening or cause failure of the structure. In addition, removal of debris accumulation is difficult, time consuming, and expensive for maintenance programs. This research involves a literature search of publications, products, and pier design recommendations that provide a cost effective method to mitigate debris accumulation at bridges. In addition, a nationwide survey was conducted to determine the state-of-the-practice and the results are presented within.

In an effort to control fugitive dust on a gravel surfaced roadway in Boone County, a cationic asphalt emulsion was blended with warm water and applied with an asphalt distributor. The test included various application procedures. After visual observations, it was concluded that this procedure utilizing a dilute asphalt emulsion was not an effective method of dust control.

Chloride-ions penetrating into bridge decks and corroding the steel have been a major problem. As the steel corrodes it exerts stresses on the surrounding concrete. When the stresses exceed the strength of the concrete, cracks or delaminations occur. This, of course, causes deterioration and spalling of bridge deck surfaces. Both the Latex and Iowa Method were used to repair bridge decks for this project. The concrete was removed down to the steel and replaced with approximately 1 1/2 inches of low slump or latex modified concrete. The removal of unsound concrete below the top layer of steel was sometimes necessary. The objective of this project was to determine if the bridge overlays would provide a cost effective method of rehabilitation. To do this, unsound and delaminated concrete was removed and replaced by an overlay of low slump or latex modified concrete.

Plastic air content is typically tested by the pressure method, ASTM C138. Loss of air content through the paver has been shown to exceed 2 percent at times. Research has shown that early deterioration of pavements in Iowa may be directly or indirectly related to low or inadequate air content. Hardened air content is typically checked using the linear traverse method, ASTM C457. The linear traverse method is very time consuming and could not be used on a production scale. A quick and effective method of testing in place air content is needed. Research has shown a high degree of correlation with the high-pressure method of determining air content of hardened concrete versus plastic air content in laboratory conditions. This research indicated that air contents are more variable when comparing core results to plastic air content, although the overall average for the air content was comparable. Perhaps, the location of the plastic air content test, obtained from construction records, versus location of the cores was not as accurate as needed.

The research presented in this report provides the basis for the development of a new procedure to be used by the Iowa DOT and cities and counties in the state to deal with detours. Even though the project initially focused on investigating new tools to determine condition and compensation, the focus was shifted to traffic and the gas tax method to set the basis for the new procedure. It was concluded that the condition-based approach, even though accurate and consistent condition evaluations can be achieved, is not feasible or cost effective because of the current practices of data collection (two-year cycle) and also the logistics of the procedure (before and after determination). The gas tax method provides for a simple, easy to implement, and consistent approach to dealing with compensation for use of detours. It removes the subjectivity out of the current procedures and provides for a more realistic (traffic based) approach to the compensation determination.
