In China, with the cost of improved technology rising, surplus labor shrinking, and demand for food quality and safety increasing, it will be just a matter of time before the country’s hog production sector will be commercialized like that of developed countries. However, even if China’s cost of production converges to international levels, as shown in this case study, China may continue to retain some competitive advantage because of the labor-intensive nature of the marketing services involved in hog processing and meat distribution. The supply of variety meats offers the most promising market opportunity for foreign suppliers in China. The market may open further if the tariff rate for variety meats is reduced from 20% and harmonized with the pork muscle meat rate of 12%, and if the value-added tax of 13% is applied equally to both imported and domestic products. The fast-growing Western-style family restaurant and higher-end dining sector is another market opportunity for high-quality imported pork.

Federal law requires uniform licensing of truck and bus drivers (CDL) in all states and the District of Columbia. Commercial Driver's License (CDL) testing and issuance began in Iowa November 1, 1990. A person applying for a license to operate a commercial motor vehicle must apply for a CDL.

Structural repairs of bridges piers and abutments require patching concrete or mortar be placed at various thickness. Whether concrete or mortar is use depends upon the depth of the patch to be made. In some instances, the use of a liquid bonding agent has been specified in the mixes as well as in a grout scrubbed onto the surface to be patched prior to the mix placement. Most of the bonding agents presently approved by the Iowa D.O.T. are polyvinyl acetate (PVA) or some type of latex. In a general discussion with a consultant about various types of bridge repair materials and processes, the subject of bonding agents was discussed at some length. It was the opinion of the consultant that the usage of polyvinyl acetates should be discontinued because of possible deterioration of this material with time. Some of these materials apparently re-emulsify in a high - moisture environment causing serious patch deterioration. As a result of this information, a study was initiated to determine the durability of these materials.
Comparison of Various Commercial Hydrated Limes for Reducing Soil Plasticity, HR-82 and HR-106, 1964

Atterberg limits tests were performed on mixtures of gumbotil soil and the various chief chemical compounds found in hydrated limes. The results were then checked with commercial hydrated limes of varying chemical compositions. Results indicate that among the major constituents of hydrated limes Ca(OH)2 is most effective in reducing soil plasticity. MgO shows a moderate effect, but Mg(OH)2 and CaCO3 show practically no effect. There is, however, practically no difference between different types or between the same type of commercial hydrated limes for the reduction of soil plasticity. The choice of lime for soil-lime stabilization should, therefore, be dictated by the relative price and pozzolanic strength characteristics of the lime.

Senate File 2355 Sec. 19 (Iowa Code §328.13) created a commercial air service retention and expansion committee within the aviation office of the department of transportation. The membership of the committee consisted of the director or the director’s designee; the managers of each airport in Iowa with commercial air service; two members of the senate, one appointed by the majority leader of the senate and one appointed by the minority leader of the senate; and two members of the house of representatives, one appointed by the speaker of the house and one appointed by the minority leader of the house. The committee was to develop a plan by December 31, 2014 for the retention and expansion of passenger air service in Iowa. The committee is to meet as the committee deems necessary to assess progress in implementing the plan and, if necessary, to update the plan.

Anti-strip agents can effect the temperature susceptibility of asphalt cement. This concern was expressed at the 33rd Annual Bituminous Conference in St. Paul, Minnesota by Mr. David Gendell, Director of Highway Operations. This study compares viscosity-temperature relationships of asphalt cement with and without anti-strip agent addition.

The purpose of the study was to review Iowa's public policy issues related to the state provision of overnight commercial truck parking and to make recommendations regarding the same. It was decided to limit the research and data gathering to a study of national trends in public commercial truck parking at facilities along and adjacent to Iowa's interstate highways.
