Upper Catfish Creek is located in a 9,300-acre watershed that flows through two significant natural resources, Swiss Valley Park and Swiss Valley Nature Preserves, one of the largest nature preserves in the Midwest. According to DNR’s 2002 305(d) report, that portion of the creek within the park and preserve is classified as a Class B(CW) cold water stream of which a portion has naturally reproducing trout (one of only 30 in the state of Iowa with this capability). Urban sprawl is a real threat to the Upper Catfish Creek Watershed. Currently, 10% of the watershed is residential, but 27% is zoned residential or commercial. The watershed is near Dubuque city limits but the jurisdiction is in the county. Differing criteria for land development between city and county jurisdictions further entices developers to build in outlying areas. County leaders agree there is more that needs to be done and will work with municipalities on uniformity of regulations and follow-up measures. We propose to set up key urban conservation practice models that will address storm water runoff and water quality which can be learned about and viewed by city and county officials, engineers, developers, etc. This would be part of a larger initiative including an educational campaign, inter-jurisdictional planning, the development of a land use GIS database, and agricultural conservation practices. The successes coming out of and learned about this watershed will serve as a model to spread county-wide.

Manteno Lake is located 8 miles northwest of Earling, IA in Shelby County. The lake has been impaired with an overload of silt and nutrients. In October of 2007, land directly north of the lake will be coming out of CRP and back into agricultural production. The Shelby Soil and Water Conservation District, Shelby County Board of Supervisors and Shelby County Conservation Board feel strongly that treatment of this area is necessary prior to the CRP contract expiring. The placement and construction of three structures will reduce the amount of silt and nutrients affecting Manteno Lake. This project calls for the construction of three structures on crucial tributaries to the lake.

Coming Into Focus presents a needs assessment related to Iowans with brain injury, and a state action plan to improve Iowa’s ability to meet those needs. Support for this project came from a grant from the Office of Maternal and Child Health to the Iowa Department of Public Health, Iowa’s lead agency for brain injury. The report is a description of the needs of people with brain injuries in Iowa, the status of services to meet those needs and a plan for improving Iowa’s system of supports. Brain injury can result from a skull fracture or penetration of the brain, a disease process such as tumor or infection, or a closed head injury, such as shaken baby syndrome. Traumatic brain injury is a leading cause of death and disability in children and young adults (Fick, 1997). In the United States there are as many as 2 million brain injuries per year, with 300,000 severe enough to require hospitalization. Some 50,000 lives are lost every year to TBI. Eighty to 90 thousand people have moderate to acute brain injuries that result in disabling conditions which can last a lifetime. These conditions can include physical impairments, memory defects, limited concentration, communication deficits, emotional problems and deficits in social abilities. In addition to the personal pain and challenges to survivors and their families, the financial cost of brain injuries is enormous. With traumatic brain injuries, it is estimated that in 1995 Iowa hospitals charged some $38 million for acute care for injured persons. National estimates offer a lifetime cost of $4 million for one person with brain injury (Schootman and Harlan, 1997). With this estimate, new injuries in 1995 could eventually cost over $7 billion dollars. Dramatic improvements in medicine, and the development of emergency response systems, means that more people sustaining brain injuries are being saved. How can we insure that supports are available to this emerging population? We have called the report Coming into Focus, because, despite the prevalence and the personal and financial costs to society, brain injury is poorly understood. The Iowa Department of Public Health, the Iowa Advisory Council on Head Injuries State Plan Task Force, the Brain Injury Association of Iowa and the Iowa University Affiliated Program have worked together to begin answering this question. A great deal of good information already existed. This project brought this information together, gathered new information where it was needed, and carried out a process for identifying what needs to be done in Iowa, and what the priorities will be.

In the 2006 Iowa General Assembly, House File 2797 called for a study on the status of afterschool arts programs and appropriated $5,000 for the study. In accordance with the legislation, the Iowa Arts Council, who received the charge, contracted with the Iowa Afterschool Alliance to form a Resource Group of out-of-school arts providers and experts to develop and oversee the study, review its results, and make recommendations for the expansion of arts programs that operate outside the normal school day. As a part of its charge in HF 2797, the Iowa Arts Council also documented a sampling of out-of-school arts programs statewide. Five are featured in this report.
