The report summarizes and evaluates factors related to asphalt durability, problems associated with durability study and development of durability tests, important work on durability and practical design implications concerning asphalt durability. It is a state-of-the-art report and a part of the study under HR-124, Development of Laboratory Durability Test for Asphalts.

(b) On January 1, 1951, a total of 68,869 miles of these rural roads were surfaced - mostly with gravel and crushed stone. (c) Additional roads are being surfaced at the rate of 2676 miles per year. (d) Iowa's highway program provides for a surfaced road to every reasonably located rural home and a paved or other type of dustless surface on all primary roads. (e) Iowa's highway funds come 26.0 per cent from property taxes, 63.5 per cent from road use taxes, 10.5 per cent from Federal aid. (f) Annual income under present laws, available for highway construction, is approximately For primary roads ----------------- $24,000,000 For secondary roads---------------- $41,967,000 (g) Iowa's highway improvements are being paid for as built. No new bonds are being issued. (h) Unobligated available farm to market road funds are rapidly being placed under contract. (i) The letting of highway contracts is increasing rapidly. This estimate would now have to be increased due to price increases and higher required standards. These are the highlights of Iowa's highway program. Currently, no standard mix design procedure is available for CIR-emulsion in Iowa. The CIR-foam mix design process developed during the previous phase is applied for CIR-emulsion mixtures with varying emulsified asphalt contents. Dynamic modulus test, dynamic creep test, static creep test and raveling test were conducted to evaluate the short- and long-term performance of CIR-emulsion mixtures at various testing temperatures and loading conditions. A potential benefit of this research is a better understanding of CIR-emulsion material properties in comparison with those of CIR-foam material that would allow for the selection of the most appropriate CIR technology and the type and amount of the optimum stabilization material. Dynamic modulus, flow number and flow time of CIR-emulsion mixtures using CSS-1h were generally higher than those of HFMS-2p. Flow number and flow time of CIR-emulsion using RAP materials from Story County was higher than those from Clayton County. Flow number and flow time of CIR-emulsion with 0.5% emulsified asphalt was higher than CIR-emulsion with 1.0% or 1.5%. Raveling loss of CIR-emulsion with 1.5% emulsified was significantly less than those with 0.5% and 1.0%. Test results in terms of dynamic modulus, flow number, flow time and raveling loss of CIR-foam mixtures are generally better than those of CIR-emulsion mixtures. Given the limited RAP sources used for this study, it is recommended that the CIR-emulsion mix design procedure should be validated against several RAP sources and emulsion types.

A three-step approach was used to do the study of the Mormon Trail. These involved research, field data collection and evaluation of the project corridors. Step one involved research on the location of the Trail, associated sites and the historic land use near the Trail between 1846 and 1868. The next step involved defining roads to be inventoried and the actual field survey. Step three involved evaluation of the inventoried corridors. This evaluation procedure was based on the methodology currently used by Iowa DOT to evaluate candidate scenic byway routes but involved different evaluation factors. The numeric results of the two analyses can be directly compared. The results of the field survey and evaluation are shown in detail by county. Inventory and evaluation procedures for historic and cultural byways are discussed in Appendix A.

The objective of the evaluation of the weather forecasting services used by the Iowa Department of Transportation is to ascertain the accuracy of the forecasts given to maintenance personnel and to determine whether the forecasts are useful in the decision-making process and whether the forecasts have potential for improving the level of service. The Iowa Department of Transportation has estimated the average cost of fighting a winter storm to be about $60,000 to $70,000 per hour. This final report is to provide an evaluation report describing the collection of weather data and information associated with the weather forecasting services provided to the Iowa Department of Transportation and its maintenance activities and to determine their impact in winter maintenance decision-making.

Research activities during this period concentrated on continuation of field and laboratory testing for the Dallas County test road. Stationary ditch collection of dust was eliminated because of inconsistent data, and because of vandalism to collectors. Braking tests were developed and initiated to evaluate the influence of treatments on braking and safety characteristics of the test sections. Dust testing was initiated for out of the wheelpath conditions as well as in the wheelpath. Contrary to the results obtained during the summer and fall of 1987, the 1.5 percent bentonite treatment appears to be outperforming the other bentonite treated sections after over a year of service. Overall dust reduction appears to average between 25 to 35 percent. Dallas County applied 300 tons per mile of class A roadstone maintenance surfacing to the test road in August 1988. Test data indicates that the bentonite is capable of interacting and functioning to reduce dust generation of the new surfacing material. Again, the 1.5 percent bentonite treatment appeared the most effective. The fine particulate bonding and aggregation mechanism of the bentonite appears recoverable from the environmental effects of winter, and from alternating wet and dry road surface conditions. The magnesium chloride treatment appears capable of long-term (over one year) dust reduction and exhibited an overall average reduction in the range of 15 to 30 percent. The magnesium chloride treatment also appears capable of interacting with newly applied crushed stone to reduce dust generation. Two additional one mile test roads were to have been constructed early this year. Due to an extremely dry spring and summer, construction scheduling was not possible until August. This would have allowed only minimal data collection. Considering this and the fact that this was an atypically dry summer, it was our opinion that it would be in the best interest of the research project to extend the project (at no additional cost) for a period of one year. The two additional test roads will be constructed in early spring 1989 in Adair and Marion counties.

The purpose of this project was to evaluate the location and quantities of debonding in selected portland cement concrete (PCC) overlays. The project entailed an infrared thermographic survey and a ground penetrating radar survey of the PCC overlays to locate areas of debonding between the overlays and the original pavement. An infrared scanner is capable of locating these areas because of the temperature differential which is established between bonded and debonded areas under certain environmental conditions. A conventional video inspection of the top surface of the pavement was also completed in conjunction with the infrared thermographic survey to record the visual condition of the pavement surface. The ground penetrating radar system is capable of locating areas of debonding by detecting return wave forms generated by changes in the dielectric properties at the PCC overlay original pavement interface. This report consists of two parts; a text and a set of plan sheets. The text summarizes the procedures, analyses and conclusions of the investigation. The plan sheets locate specific areas of debonding, as identified through field observations.

The Iowa Department of Transportation (IDOT) is currently considering improvements for US Highway 65 (US-65) and Iowa State Highway 330 (IA-330) in Polk and Jasper Counties, Iowa. As part of its project planning effort, IDOT is preparing an Environmental Assessment (EA) report which will include a section entitled "Hazardous Waste" to identify known sites in or near the proposed corridors that are, or could be, contaminated with hazardous or petroleum substances.

This Handbook has been prepared by the Iowa DOT as a guide and supplement to the MUTCD. It provides in one document a large number of illustrations which can be easily adapted to specific conditions by field personnel. It is intended to supersede all previous non-conforming standards now being used throughout the state and to provide uniform guidelines for all agencies, public and private, who must conduct construction and maintenance activities on the streets and highways of the state. The illustrations contained herein serve as a quick reference for field personnel to follow, however, no amount of detailed instructions can adequately cover every situation. For this reason, sound judgment is required in using these illustrations to cover actual field conditions.
