Winter maintenance, particularly snow removal and the stress of snow removal materials on public structures, is an enormous budgetary burden on municipalities and nongovernmental maintenance organizations in cold climates. Lately, geospatial technologies such as remote sensing, geographic information systems (GIS), and decision support tools are roviding a valuable tool for planning snow removal operations. A few researchers recently used geospatial technologies to develop winter maintenance tools. However, most of these winter maintenance tools, while having the potential to address some of these information needs, are not typically placed in the hands of planners and other interested stakeholders. Most tools are not constructed with a nontechnical user in mind and lack an easyto-use, easily understood interface. A major goal of this project was to implement a web-based Winter Maintenance Decision Support System (WMDSS) that enhances the capacity of stakeholders (city/county planners, resource managers, transportation personnel, citizens, and policy makers) to evaluate different procedures for managing snow removal assets optimally. This was accomplished by integrating geospatial analytical techniques (GIS and remote sensing), the existing snow removal asset management system, and webbased spatial decision support systems. The web-based system was implemented using the ESRI ArcIMS ActiveX Connector and related web technologies, such as Active Server Pages, JavaScript, HTML, and XML. The expert knowledge on snow removal procedures is gathered and integrated into the system in the form of encoded business rules using Visual Rule Studio. The system developed not only manages the resources but also provides expert advice to assist complex decision making, such as routing, optimal resource allocation, and monitoring live weather information. This system was developed in collaboration with Black Hawk County, IA, the city of Columbia, MO, and the Iowa Department of transportation. This product was also demonstrated for these agencies to improve the usability and applicability of the system.

In accordance with Iowa Code Section 8A.502(8) we are pleased to submit the Comprehensive Annual Financial Report (CAFR) for the State of Iowa for the fiscal year ended June 30, 2005. The report is presented in three sections as follows: • The Introductory Section includes this transmittal letter, the Government Finance Officers Association (GFOA) Certificate of Achievement for the fiscal year 2004 CAFR, an organizational chart of State government, and a list of principal State officials. • The Financial Section contains the independent auditor’s report on the Basic Financial Statements, Management’s Discussion and Analysis (MD&A), the Basic Financial Statements, and Notes to the Financial Statements. The Financial Section also contains Required Supplementary Information (RSI), other than the MD&A, and supplementary information in the form of combining financial statements and schedules. This letter is intended to be read in conjunction with the MD&A. • The Statistical Section highlights selected financial and demographic information, generally presented on a multi-year basis. The Department of Administrative Services is responsible for both the accuracy of the presented data, and the completeness and fairness of the presentation. We believe the information presented is accurate in all material respects and the necessary disclosures have been made which enable the reader to obtain an understanding of the State’s financial activity. This report has been prepared in accordance with U.S. generally accepted accounting principles (GAAP) for governments as promulgated by the Governmental Accounting Standards Board (GASB). As a part of the statewide accounting system upgrade during fiscal year 2005, the implementation team performed a comprehensive review of the adequacy of internal controls and budgetary controls of the system. The team determined that internal controls continue to be in place to provide reasonable, but not absolute, assurance that assets are safeguarded against unauthorized use or disposition, and that financial records from all appropriate sources are reliable for preparing financial statements and maintaining accountability. The concept of reasonable assurance recognizes the cost of internal controls should not exceed the benefits likely to be derived from their use. To monitor the adequacy of internal controls, the Auditor of State reviews internal control procedures as an integral part of departmental audits.

A transcript of the Condition of the State of Iowa speech by Governor Chet Culver delivered at the State Capitol on January 13, 2009. The governor spoke about the difficulties of the past year in Iowa; tornados, flooding, and economic woes. He also spoke about how the state will overcome the obstacles before it and the basic ideas for his upcomming budgetary decisions.

This report highlights the landmark election legislation adopted in the past two years and statistical information on absentee ballots, provisional ballots, and Election Day Registration. In addition, the report outlines the responsibilities of our Business Services Division which handles hundreds of thousands of corporate filings annually. The Secretary of State’s proposals to the 83rd General Assembly for 2009 legislation are mostly technical in nature and are also set forth in this report. The presidential election on November 4, 2008, brought more voters to the polls in Iowa than ever before. Despite fears of election day problems due to new voting equipment, Election Day Registration, and challenged voter procedures, the election went very smoothly in Iowa. The Elections and Voter Registration Division of my office worked diligently to provide training materials for election administrators and fielded thousands of calls and emails from voters. The result was an efficiently-run election statewide. Though the Secretary of State’s Office, like all other state agencies, is operating under strict budgetary constraints, I assure you that my staff and I will continue to provide excellent service and develop innovative solutions to get through these rough economic times.

The information provides an overall summary of the State budget and is intended to help the General Assembly take a proactive approach to the budgetary process. In addition, the document is intended to provide the General Assembly with an overview of the General Fund, including revenues and expenditures. Information regarding other State appropriated funds is also included. If you need additional information regarding Department requests, Governor’s recommendations, or other fiscal information, refer to the Fiscal Services Division staff listing. Coming Into Focus presents a needs assessment related to Iowans with brain injury, and a state action plan to improve Iowa’s ability to meet those needs. Support for this project came from a grant from the Office of Maternal and Child Health to the Iowa Department of Public Health, Iowa’s lead agency for brain injury. The report is a description of the needs of people with brain injuries in Iowa, the status of services to meet those needs and a plan for improving Iowa’s system of supports. Brain injury can result from a skull fracture or penetration of the brain, a disease process such as tumor or infection, or a closed head injury, such as shaken baby syndrome. Traumatic brain injury is a leading cause of death and disability in children and young adults (Fick, 1997). In the United States there are as many as 2 million brain injuries per year, with 300,000 severe enough to require hospitalization. Some 50,000 lives are lost every year to TBI. Eighty to 90 thousand people have moderate to acute brain injuries that result in disabling conditions which can last a lifetime. These conditions can include physical impairments, memory defects, limited concentration, communication deficits, emotional problems and deficits in social abilities. In addition to the personal pain and challenges to survivors and their families, the financial cost of brain injuries is enormous. With traumatic brain injuries, it is estimated that in 1995 Iowa hospitals charged some $38 million for acute care for injured persons. National estimates offer a lifetime cost of $4 million for one person with brain injury (Schootman and Harlan, 1997). With this estimate, new injuries in 1995 could eventually cost over $7 billion dollars. Dramatic improvements in medicine, and the development of emergency response systems, means that more people sustaining brain injuries are being saved. How can we insure that supports are available to this emerging population? We have called the report Coming into Focus, because, despite the prevalence and the personal and financial costs to society, brain injury is poorly understood. The Iowa Department of Public Health, the Iowa Advisory Council on Head Injuries State Plan Task Force, the Brain Injury Association of Iowa and the Iowa University Affiliated Program have worked together to begin answering this question. A great deal of good information already existed. This project brought this information together, gathered new information where it was needed, and carried out a process for identifying what needs to be done in Iowa, and what the priorities will be.

The Bridge Maintenance Manual is published solely to provide information and guidance to bridge maintenance personnel when repairing bridges in the state of Iowa. This manual is issued to secure, so far as possible, uniformity of practice and procedure in methods developed by experience. Budgetary limitations, volumes and types of traffic, local conditions and other factors may render complete compliance with the guidelines set forth, in this manual, impossible or impractical. This manual is not purported to be a complete guide in all areas of bridge maintenance and is not a substitute for engineering judgment.

Remote sensing was utilized in the Phase II Cultural Resources Investigation for this project in lieu of extensive excavations. The purpose of the present report is to compare the costs and benefits of the use of remote sensing to the hypothetical use of traditional excavation methods for this project. Estimates for this hypothetical situation are based on the project archaeologist's considerable past experience in conducting similar investigations. Only that part of the Phase II investigation involving field investigations is addressed in this report. Costs for literature review, laboratory analysis, report preparation, etc., are not included. The project manager proposed the use of this technique for the fol lowing logistic, safety and budgetary reasons.

In 2004, Walnut Creek was placed on the 303d list of Impaired Waters due to a low biotic index (lack of aquatic life) during IDNR stream sampling events. Sediment originating from agriculture, streambank erosion, and channelization were listed as the most likely sources impacting aquatic life. In an effort to address these concerns, a preliminary study was completed of the multi-county watershed to identify priority areas. A Watershed Development & Planning Assistance Grant was then funded by the IDALS-DSC to conduct a detailed assessment of these prioritized sub-watersheds. The impending assessment of the watershed and the stream corridor revealed ample opportunities to address gully, sheet and rill erosion while addressing in-stream water velocity issues that plagued the riparian corridor. A comprehensive plan was developed comprised of a variety of best management practices to address the identified concerns. In 2009, this plan was submitted to the WIRB Board by the East Pottawattamie and Montgomery SWCDs and $489,455 was awarded to address concerns identified during watershed assessment inquiries. Despite adverse weather conditions, which has hampered conservation construction recently, this project has held fast to pre-project goals due to the fortitude of the project sponsors and the overwhelming participation by the watershed landowners. Unfortunately, state budget shortfalls are bringing project progress to a halt. As specified in the original WIRB funding request, practice funding for Year 3 was to come from the Division of Soil Conservation’s Watershed Protection Fund (WSPF). Due to Iowa’s budgetary restraints, the Walnut Creek WSPF application, which was submitted this spring, was not funded since no new applications in the state were funded. If funded again, this grant will serve as the critical step in continuing what is destined to be a true watershed success story.
