A water-surface-elevation profile and peak discharges for the flood of May 19, 1990, along Perry Creek in Plymouth and Woodbury Counties, Iowa, are presented in this report. The peak discharge for the May 19, 1990, flood on Perry Creek at 38th Street, Sioux City (06600000) is the second largest flood-peak discharge recorded at the streamflow-gaging station for the period 1939-95. The peak discharge for May 19, 1990, of 8,670 cubic feet per second, is approximately equal to the 35-year recurrence-interval discharge. The report provides information on flood stages and discharges and floodflow frequencies for streamflow- gaging stations in the Perry Creek Basin using flood information collected during 1939-95. Information on temporary bench marks and reference points established in the Perry Creek Basin during 1990-93 is also included in the report. A flood history describes rainfall conditions for the three largest floods that occurred during 1939-95 (July 1944, September 1949, and May 1990).

The Iowa Department of Transportation is evaluating the use of ground recycled crumb rubber from discarded tires in asphalt rubber cement. There were four projects completed during 1991 and another one constructed in 1992. This project is located on IA 140 north of Kingsley in Plymouth County. The project contains one section with reacted asphalt rubber cement (ARC) used in both binder and surface courses, one with reacted ARC used in the surface course and a conventional binder course, and a conventional mix control section. The reacted rubber binder course was placed on October 17, 1991 and the reacted rubber surface course was placed on October 17, 18, and 19. Inclement weather caused a slight delay in placing or constructing the surface. There was a minor problem with shoving and cracking of the binder course. The construction went well otherwise. Information included in this report consists of test results, construction reports, and cost comparisons.

The Iowa Department of Public Health (IDPH), Hazardous Waste Site Health Assessment Program was asked by the US Environmental Protection Agency (EPA) to review a round of air sampling data. The air data was collected and analyzed during a removal action at the Le Mars Coal Gas Site in Le Mars, Iowa. EPA asked IDPH to determine from the air data if additional monitoring is necessary throughout the removal action to protect nearby residents from exposure.
