The Iowa Commission of Libraries, the State Library’s governing board, convened the Library Services Task Force in August 2000. This group consisted of 46 Iowans from across the state, including librarians from all types of libraries, library trustees, legislators, members of Iowa Regional Library system (now called Library Service Areas) and Area Education Agencies, and citizens. Their mission was to make recommendations to the Commission on positioning libraries to effectively and efficiently meet the future needs of Iowans. Needs and expectations of Iowa Library customers and funding authorities were identified and examined by the Task Force, and are reflected in its recommendations. The Commission received the Task Force recommendations in December 2000, carefully studied them, solicited input from the Iowa library community, and with a few changes, forwarded the recommendations to the Governor and the Iowa General Assembly. These recommendations are now known as Iowa Commission of Libraries priorities and serve as a blueprint for future development of the Iowa library system.

This report was developed to provide summary information to allow practitioners and juvenile justice system officials access to specific sections of Iowa’s Three Year Plan. It includes the “System Flow, “Crime Analysis”, and “Child in Needs of Assistance” sections of Iowa’s 2006 Juvenile Justice and Delinquency Prevention Act formula grant Three-Year Plan. The complete Three Year Plan serves as Iowa’s application for Juvenile Justice and Delinquency Prevention Act formula grant funding. The information included in this report overviews system processing for delinquent youth. It also provides data and analysis from key system decision pointsand services.

Disposal of lime sludge remains a major challenge to cities in the Midwest. Disposal of lime sludge from water softening adds about 7-10% to the cost of water treatment. Having effective and safe options is essential for future compliance with the regulations of the State of Iowa and within budget restrictions. Dewatering and drying are essential to all reuse applications as this affects transportation costs and utility. Feasibility tests were conducted on some promising applications like SOx control in power generation facilities that burn coal, replacement of limestone as an ingredient in portland cement production, dust control on gravel roads, neutralization of industrial wastewater pH, and combination with fly ash or cement in construction fill applications. A detailed report and analysis of the construction fills application is presented in the second half of the report. A brief discussion of the results directly follows.

Iowa Department of Natural Resources commitment to improving the management of both the quantity and quality of water resources, a committee was formed to assess the current policies and practices regarding water rights and allocation, and to make recommendations that would assist the state in moving toward a sustainable future. Water allocation concerns have been raised again in the past few years as increases in the demand for water are projected due to ethanol production, geothermal heating-cooling, and potential irrigation expansion.

In anticipation of regulation involving numeric turbidity limit at highway construction sites, research was done into the most appropriate, affordable methods for surface water monitoring. Measuring sediment concentration in streams may be conducted a number of ways. As part of a project funded by the Iowa Department of Transportation, several testing methods were explored to determine the most affordable, appropriate methods for data collection both in the field and in the lab. The primary purpose of the research was to determine the exchangeability of the acrylic transparency tube for water clarity analysis as compared to the turbidimeter.
