Floods of July 12, 1972, March 19, 1979, and June 15, 1991, in the Turkey River, Northeast Iowa, HR-140, 1996

Water-surface-elevation profiles and peak discharges for the floods of July 12, 1972, March 19, 1979, and June 15, 1991, in the Turkey River Basin, northeast Iowa, are presented in this report. The profiles illustrate the 1979 and 1991 floods along the Turkey River in Fayette and Clayton Counties and along the Volga River in Clayton County; the 1991 flood along Roberts Creek in Clayton County and along Otter Creek in Fayette County; and the 1972 flood along the Turkey River in Winneshiek and Fayette Counties. Watersurface elevations for the flood of March 19, 1979, were collected by the Iowa Natural Resources Council. The June 15, 1991, flood on the Turkey River at Garber (station number 05412500) is the largest known flood-peak discharge at the streamflow-gaging station for the period 1902-95. The peak discharge for June 15, 1991, of 49,900 cubic feet per second was 1.4 times larger than the 100-year recurrence-interval discharge. The report provides information on flood stages and discharges and floodflow frequencies for streamflow-gaging stations in the Turkey River Basin using flood information collected during 1902-95. Information on temporary bench marks and reference points established in the Turkey River Basin during 1981, 1992, and 1996 also is included in the report. A flood history describes rainfall conditions for floods that occurred during 1922, 1947, 1972, 1979, and 1991.

Bond Enhancement Techniques for PCC Whitetopping, HR-341, 1996

This research was initiated in 1991 as a part of a whitetopping project to study the effectiveness of various techniques to enhance bond strength between a new portland cement concrete (PCC) overlay and an existing asphalt cement concrete (ACC) pavement surface. A 1,676 m (5,500 ft) section of county road R16 in Dallas County was divided into 12 test sections. The various techniques used to enhance bond were power brooming, power brooming with air blast, milling, cement and water grout, and emulsion tack coat. Also, two sections were planed to a uniform cross-section, two pavement thicknesses were placed, and two different concrete mix proportions were used. Bond strength was perceived to be the key to determining an appropriate design procedure for whitetopping. If adequate bond is achieved, a bonded PCC overlay technique can be used for design. Otherwise, an unbonded overlay procedure may be more appropriate. Conclusions are as follows: (1) Bond Strength Differences - Milling increased bond strength versus no milling. Tack coat showed increased bond strength versus no tack coat. Planing, Air Blast and Grouting did not provide noticeable improvements in bond strength; nor did different PCC types or thicknesses affect bond strength significantly. (2) Structure - Structural measurements correlated strongly with the wide variation in pavement thicknesses. They did not provide enough information to determine the strength of bonding or the level of support being provided by the ACC layer. Longitudinal cracking correlated with PCC thicknesses and with planing. (3) Bond Over Time - The bond between PCC and ACC layers is degrading over time in the outside wheel path in all of the sections except tack coat (section 12). The bond strength in the section with tack coat was lower than the others, but remained relatively steady.

Evaluation of Recycled Rubber in Asphalt Concrete, HR-330, 1996

The purpose of this research was to evaluate the performance and the use of asphalt rubber binders and recycled rubber granules in asphalt pavement in the state of Iowa. This five year research project was initiated in June 1991 and it was incorporated into Muscatine County Construction Project US 61 from Muscatine to Blue Grass over an existing 10 in. (25.4 cm) by 24 ft (7.3 m) jointed rigid concrete pavement constructed in 1957. The research site consisted of four experimental sections (one section containing rubber chip, one section containing reacted asphalt rubber in both binder and surface, and two sections containing reacted asphalt rubber in surface) and four control sections. This report contains findings of the University of Northern Iowa research team covering selected responsibilities of the research project "Determination of the aging and changing of the conventional asphalt binder and asphalt-rubber binder". Based on the laboratory test, the inclusion of recycled crumb rubber into asphalt affects the ductility of modified binder at various temperatures.

Commercial and Industrial Network Improvement and Programming Policy, Summary, 1991

The Commercial and Industrial Network improvement and programming policy reflected in this summary report was adopted for use in future highway programming by the Transportation Commission on November 5, 1991. The Iowa Department of Transportation, as directed by the Legislature, has established a 2,331-mile network of commercial and industrial highways and is directing a significant amount of primary construction funding resources toward improvements to this network. This summary outlines the technical needs assessment for improvements on the Commercial and Industrial Network for the next 20-year period. The portions of the network which require four-lane capacity, as well as major improvements to the two-lane sections, are graphically displayed. Detailed improvement needs and costs are listed in tabular form for the first two five-year periods (1992-1996 and 1997-2001). It is essential to note that these improvement needs are the result of a technical assessment and do not imply any funding commitment.
