Guidelines for the Inclusion of Left-Turn Lanes at Rural Highway Intersections, HR-147, 1970

Provision of left turn lanes is a major problem which lacks an objective approach. Various techniques and procedures in use have been reviewed. Traffic characteristics at typical Iowa intersections have been measured. A rational approach for inclusion of a left turn lane has been developed, based on relating the benefits to the road user to the cost of providing the added turing lane. An analysis of field data gathered under this project indicates that the use of theoretical distribution to describe vehicle headways is not applicable to rural Iowa two lane roads. As an alternate approach the mass of field data gathered were examined using multiple regression techniques to yield equations for predicting stops and delays. The benefit-cost ratio technique is recommended as the criterion for decision making.

An Examination of Iowa's School Liaison Program, 2001

In the early 1990’s the Chief Juvenile Court Officers (JCOs) and other key players desired to provide services, such as school support, family support, and community support to both juvenile court and at-risk youths within the school setting. With strong support from both Iowa’s Attorney General and Governor the Iowa State Legislature first appropriated funds for school liaisons in 1994. The liaison program is currently funded with 75 percent state dollars appropriated to the Department of Human Services and a minimum of 25 percent match from the local school districts. In some cases the schools do not actually match funds with “school money,” rather they may utilize community money from other sources, such as the local decategorization process. In 1994, the state legislature funded this effort at $400,000. Since that time the amount has grown to more than $3,000,000. In the early years there were just a handful of liaisons working in a few school districts, but by the beginning of the 2000-2001 school year there were 304 schools served by 147 liaisons. The cost per liaison, including salary and benefits, was estimated at approximately $34,324 including both the DHS and school contributions. It was a desire of the Chief JCOs to place the liaisons under the school districts and thus allow them to be independent of the juvenile court. Agreements were developed between the schools and juvenile court regarding employee status, funding, information sharing, and other such issues.

Warrants for Rumble Strips on Rural Highways, HR-235, 1982

Research was undertaken, sponsored by the Iowa Department of Transportation, to identify specific locations where rumble strips could be expected to improve highway safety. The objective of the research was to recommend warrants for their use on rural highways. An inventory of rumble strip installations on the rural highway systems in the state was conducted in 1981. A total of 685 installations was reported on secondary roads and 147 on primary highways. Over 97 percent of these were in advance of stop signs at. intersections. Most of the other installations were in advance of railroad grade crossings. The accident experience with and without rumble strips was compared in two ways. A before-and-after comparison was made for the same location if accident records were available for at least one full year both preceding and following the installation of rumble strips. Accident records for this purpose were available from a statewide computerized record system covering the period from 1977 through 1980. The accident experience at locations having rumble strips installed before 1978 was compared with a sample of comparable locations not having rumble strips.

Wood waste processing in Iowa, 1996

The objective of this report is to gain a better understanding of the wood waste market in Iowa through surveying the processors of wood waste. A survey was sent out by the Iowa Department of Natural Resources Management Assistance Division to 147 public waste management organizations and private businesses with a questionnaire which asked for details of any wood waste processing operation.
