Executive Order Number Twenty One, April 1976

Creating and establishing the voluntrary Iowa Council for Children which will be responsible to the Governor.

Executive Order Number Forty One, November 6, 1990

Empowers the Governor to accept retrocession of Federal jurisdiction if offered by appropriate federal authorities.

Executive Order Number Sixty One, 1997

Assigns responsibility to coordinate disparate information technology and to provide enterprise-wide information technology services to the exectutive branch agencies to the Information Technology Services (ITS) director appointed by the Governor.

Executive Order Number One, January 27, 2007

Orders that the United States Flag be flown at half-staff to honor any member of Iowa National Guard, Iowa Air National Guard or an Iowa resident serving as a member of the United States Armed Forces who is killed in the line of duty.

In a national study released in 2007 by The Sentencing Project, Iowa tops the nation for imprisoning African Americans at a rate of 13.6 times that of whites. In addition, African Americans in Iowa are much more likely to be unemployed, lacking a high school diploma, and earning less than white Iowans. And African American offenders’ return-to-prison rates are higher than for white offenders.

Concept Highway Maintenance Vehicle, Final Report, Phase One, 1997

The state Departments of Transportation (DOTs) of Iowa, Michigan, and Minnesota formed a consortium to define and develop the next generation highway maintenance vehicle. The Center for Transportation Research and Education of Iowa State University provided staff support to the concept highway maintenance vehicle project, which focused on winter maintenance activities. Phase I of the three-phase project focused on describing the desirable functions of a concept maintenance vehicle. Phase II will include the development, operation, and evaluation of prototype winter maintenance vehicles. Phase III is envisioned to be a comprehensive fleet evaluation of prototype winter maintenance vehicles. This report covers the activities of Phase I. Phase I included conducting a literature review of materials related to winter highway maintenance activities, identifying ideal capabilities of a winter maintenance vehicle, inviting private sector equipment and technology providers to join the project and commit equipment and expertise for Phase II, and determining the specific equipment and technology to be included on the three prototype vehicles for the winter of 1996-1997. Phase I concluded by establishing that assembling the three prototype vehicles would be beneficial to the project and to the three state DOTs.

Multimodal Investment Analysis Methodology, Phase One: The Conceptual Model, 1998

The purpose of this project is to develop an investment analysis model that integrates the capabilities of four types of analysis for use in evaluating interurban transportation system improvements. The project will also explore the use of new data warehousing and mining techniques to design the types of databases required for supporting such a comprehensive transportation model. The project consists of four phases. The first phase, which is documented in this report, involves development of the conceptual foundation for the model. Prior research is reviewed in Chapter 1, which is composed of three major sections providing demand modeling background information for passenger transportation, transportation of freight (manufactured products and supplies), and transportation of natural resources and agricultural commodities. Material from the literature on geographic information systems makes up Chapter 2. Database models for the national and regional economies and for the transportation and logistics network are conceptualized in Chapter 3. Demand forecasting of transportation service requirements is introduced in Chapter 4, with separate sections for passenger transportation, freight transportation, and transportation of natural resources and commodities. Characteristics and capacities of the different modes, modal choices, and route assignments are discussed in Chapter 5. Chapter 6 concludes with a general discussion of the economic impacts and feedback of multimodal transportation activities and facilities.
