The Buena Vista SWCD is submitting this WIRB request on behalf of both Buena Vista and Pocahontas SWCDs. The two SWCDs are working jointly on a project that includes three existing Mississippi River Basin Imitative (MRBI) project areas in the North Raccoon River Watershed. The total project area is 280,654 crop acres. The MRBI project involves installing conservation practices through the EQIP program. Funding from MRBI will support costs of practice design, layout and checkout, however, there is no funding to market and sell the program and practices to landowners and producers in the project area. Both soil and water districts are financially supporting work currently being done to encourage signup for the approved practices. To effectively implement the MRBI project it is imperative that marketing and promotion through group meetings and one-on one contacts is completed. Funding from WIRB will allow the existing employee to spend the needed time on these promotional activities in both Buena Vista and Pocahontas County. Through this WIRB request these two SWCDs districts plan to apply over $800,000 worth of conservation practices that is funded through the MRBI program. The return from this investment of WIRB dollars is large. This is an opportunity to support a large amount of conservation work in the North Raccoon River Watershed, which, is also an important water source for the city Des Moines and provides recreational activities from Des Moines up to BY and Pocahontas Counties.

In April 2008 a preliminary investigation of fatal and major injury crashes on Iowa’s primary road system from 2001 through 2007 was conducted by the Iowa Department of Transportation, Office of Traffic and Safety. A mapping of these data revealed an apparent concentration of these serious crashes on a section of Iowa 25 north of Creston. Based on this information, a road safety audit of this roadway section was requested by the Office of Traffic and Safety. Iowa 25 is a two-lane asphaltic concrete pavement roadway, 22 ft in width with approximately 6 ft wide granular shoulders. Originally constructed in 1939, the roadway was last rehabilitated in 1996 with a 4-in. asphalt overlay. Except for shoulder paving through a curve area, no additional work beyond routine maintenance has been accomplished in the section. The 2004 traffic map indicates that IA 25 has a traffic volume of approximately 2070 vehicles per day with 160 commercial vehicles. The posted speed is 55 mph. This report contains a discussion of audit team findings, crash and roadway data, and recommendations for possible mitigation of safety concerns for this roadway section.

To address safety concerns on James Avenue NW and 250th Street NW, from the North Corporate Limits (NCL) of Tiffin, north and east to I-380 (at North Liberty), the Johnson County engineer requested a road safety audit (RSA). The audit was conducted on September 1, 2010, through a program supported by the Office of Traffic and Safety at the Iowa Department of Transportation (DOT). This road is a seal-coated roadway, about 25-ft wide, but with only about 0-1 ft of earth shoulders. According to 2006 Iowa DOT estimates, traffic volume is about 820 vehicles per day, north from Tiffin to a commercial entrance on 250th Street, then increasing to 2,990 vehicles per day to the on-ramp of Interstate 380 (I-380). Local traffic uses this road as a short-cut to Cedar Rapids, North Liberty, and the I-380/I-80 interchange (to avoid congestion on IA 965). This report outlines the findings and recommendations of the road safety audit team for addressing the safety concerns on this roadway.

This letter has been prepared as a consultation to evaluate human health impacts from residual contamination left from the former operation of a salvage yard on this property that is planned to be utilized by the North Iowa Humane Society located in Fort Dodge, Iowa. The Iowa Department of Public Health’s priority is to ensure the Fort Dodge community has the best information possible to safeguard its health. That information is included in following paragraphs.

The Headwaters North Fork Maquoketa River Project encompasses the Hewitt Creek, Bear Creek, and the Coffee Creek-North Fork Maquoketa subwatersheds. These three.sub-watersheds have intensive livestock agriculture production with manures applied generously on the landscape. Approximately 85% of the watershed area is cropland. Although livestock operations are not permitted to discharge waste directly into surface waters, the mishandling and over-application of animal waste and fertilizer have impacted water quality. Each of the subwatersheds has a strong locally led effort, concentrating significant efforts on monitoring, education, and conservation practice adoption. The original MRBI application was accepted by USDA with funding being extended to producers through FY14. A large component of this effort was the IJOBS funds awarded by IDALS to support the Project Coordinator for the first two years of this project. As previous funding for the support of the Project Coordinator has been exhausted, the local partners identified WIRB as a potential replacement funding source. The goal of the existing MRBI effort, in being consistent with this WIRB application, will help landowners and operators in the three selected watersheds voluntarily implement conservation systems that reduce nutrient loss; protect, restore, and enhance wetlands; maintain agricultural productivity; improve wildlife habitat; and achieve other objectives, such as flood reduction.

Iowa Department of Transportation (Iowa DOT) has re-initiated planning and preliminary design studies to improve U.S. 61 from Memorial Park Road in Burlington north to 1-mile north of IA 78 in Louisa County. The proposed project consists of improving approximately 18 miles of roadway from 2-lanes to 4-lanes and evaluating a potential bypass around Mediapolis.
