Construction of the interstate highway system began in 1956. This U.S. network of highway consists of more than 41,000 miles with 790 miles in Iowa. There have been many benefits of the controlled access roadway, but probably the most significant is the improved safety for the motorist. In Iowa, we have always endeavored to utilize quality locally available materials in our construction using the most economical or cost effective methods. Obviously when the effort is to build a cost effective system, there will be some portions of the network that will not perform as well as expected. In the design of our interstate, the main consideration for base construction under the pavement was structural capacity. The material was dense graded with the aim of supporting the pavement and distributing the load as it is transferred to the underlying grade. The drainage characteristic of the base was apparently not given adequate consideration. On jointed portland cement concrete (pcc) pavement, the water that is trapped immediately beneath the pavement causes severe problems. The traffic causes rapid movement of the water resulting in the hydraulic pressures or "pumping" (movement and redeposit of base fine material) resulting in faulting between individual slabs. Recognizing the need for maintaining this large national highway network, the Federal Highway Administration has initiated a funding program for resurfacing, restoration and rehabilitation (3R). Many miles of the system are more than 20 years old and in need of major maintenance. This new 3R Program necessitated a complete inventory of the Iowa interstate system to establish priorities and to identify those sections in need of immediate remedial treatments.

The earliest overall comprehensive work on the use of fly ash in concrete was reported by Davis and Associates of the University of California in 1937. Since that time, there have been numerous applications of the use and varying propertions of fly ash in portland cement concrete mixes. Fly ash is a pozzolanic powdery by-product of the coal combustion process which is recovered from flue gases and is, generally associated with electric power generating plants. Environmental regulations enacted in recent years have required that fly ash be removed from the flue gases to maintain clean air standards. This has resulted in an increased volume of high quality fly ash that is considered a waste product or a by-product that can be utilized in products such as portland cement concrete. There are several sources of the high quality fly ash located in Iowa currently producing a combined total of 281,000 tons of material annually.

This report contains information about Iowa's public drinking water program for the calendar year 2013. Included in the report are descriptions of Iowa's systems, monitoring and reporting requirements of the systems, and violations incurred during the year. This report meets the federal Safe Drinking Water Act's requirement of an annual report on violations of national primary drinking water regulations by public water supply systems in Iowa.

Approximately 100,000 blood lead test results were reported to IDPH in 2012.

This ethical framework document, compiled by the Iowa Pandemic Influenza Ethics Committee, provides ethical guidance to the Iowa Department of Public Health (IDPH) for a pandemic influenza situation. The ethics committee proposes the document as a foundation for decision making in preparing for and responding to pandemic influenza. The document addresses four ethical or moral focal points that public health and health care workers may need to address during a public health disaster.

The North Fork Maquoketa River Headwaters (NFMRH) has been identified as impaired by nutrients, episodic slugs of ammonia and sediment. The NFMRH TMDL plan calls for a "phasing approach" to managing water quality when the origin is non-point source contaminants. This project will address phase 1 using a performance reward program for targeted cooperators to improve environmental index scores using cost-share, EQIP practices and flexible management alternatives. Pre-project assessments suggest that rewards should target refined management of erosion-prone fields and farms with livestock populations, which contribute to the P and N loads responsible for fertilizing filamentous algae blooms that depress dissolved oxygen concentrations in the NFMRH. The Phosphorus Index, Soil Conditioning Index and cornstalk nitrate test will be used by producers to determine effective alternatives, such as no-till planting, to reduce nutrient and sediment delivery. These evironmental indexes will be especially useful for livestock producers in the livestock dense watershed. This project will extend a NRCS-sponsored Conservation Innovation Grant currently offered to producers in the Coffee Creek sub-watershed to a three-year, watershed-wide effort that will be necessary to make significant improvements in environmental management.

By October 1, 2014, the county engineer of each county shall provide a report to the department of transportation identifying all locations in the county where two different roads or highways having speed limits of 55 miles per hour or greater intersect but are not controlled by an official traffic-control signal or by official traffic-control devices that direct traffic approaching from every direction to stop or yield before entering the intersection. On or before December 31, 2014, the department shall file a report with the legislative services agency detailing the number of locations of the intersections identified in the county engineers’ reports.

In recent years, various types of organic and inorganic materials have been investigated for use as soil stabilizing agents in the construction of highways and airports. Since the properties and environmental conditions of soils vary so greatly from place to place, a stabilizing agent that is suitable for one type of soil may not be satisfactory for another. As a result, it is often desirable to evaluate several stabilizing agents under varying treatment conditions before deciding on a specific one to be used with a given soil. In addition many research programs have been initiated which investigate the effects of these stabilizing agents upon soils.
