In 2001, extensive archaeological excavations were conducted at the Oneida Cheese Factory in Jones County. The county is a microcosm of larger dairying trends found throughout northeast Iowa, the state’s premier dairy-producing region. Jones County moved from homemade cheese and butter production by farm women, to the industrialization of the dairy farm and opening of cheese factories and butter creameries. A number of innovations affected the industry around the turn-of-the-twentieth century, including reliable butterfat testing, the introduction of ensilage (silos) that created yearround milk production, and consolidation of the many local creameries into larger creamery organizations, such as the Diamond Creamery run by Henry D. Sherman of Jones County. Iowa’s dairy industry of today looks very different from its heritage: consolidation and competition have drastically reduced the number of cows, dairy farms, and processing plants. In recent years, northeast Iowa has become the center of a movement to revitalize Iowa’s dairy industry, particularly through the use of value-added strategies, such as niche markets and large regional co-operatives: the lessons from Iowa’s dairying legacy are resurfacing as a solution to modern agricultural challenges.

Sustainable Concrete Pavements: A Manual of Practice is a product of the National Concrete Pavement Technology Center at Iowa State University’s Institute for Transportation, with funding from the Federal Highway Administration (DTFH61-06-H-00011, Work Plan 23). Developed as a more detailed follow-up to a 2009 briefing document, Building Sustainable Pavement with Concrete, this guide provides a clear, concise, and cohesive discussion of pavement sustainability concepts and of recommended practices for maximizing the sustainability of concrete pavements. The intended audience includes decision makers and practitioners in both owner-agencies and supply, manufacturing, consulting, and contractor businesses. Readers will find individual chapters with the most recent technical information and best practices related to concrete pavement design, materials, construction, use/operations, renewal, and recycling. In addition, they will find chapters addressing issues specific to pavement sustainability in the urban environment and to the evaluation of pavement sustainability. Development of this guide satisfies a critical need identified in the Sustainability Track (Track 12) of the Long-Term Plan for Concrete Pavement Research and Technology (CP Road Map). The CP Road Map is a national research plan jointly developed by the concrete pavement stakeholder community, including Federal Highway Administration, academic institutions, state departments of transportation, and concrete pavement–related industries. It outlines 12 tracks of priority research needs related to concrete pavements. CP Road Map publications and other operations support services are provided by the National Concrete Pavement Technology Center at Iowa State University. A targeted approach is being used in the Iowa Great Lakes Watershed with a keystone project featured within this project application in the heavily urbanized Center Lake Watershed. As identified in the Iowa Great Lakes Watershed Management Plan, urban runoff is the only remaining watershed concern in the Center Lake Watershed as the map in the attachments clearly shows. Fully one third of the watershed concerns of Center Lake will be treated through the installation of 7 keystone urban practices and will remove 63 pounds of phosphorous from entering the lake annually. Due to the interconnectedness of the Iowa Great Lakes (IGL), the watershed has been broken down into sub units called Resource Management Areas (RMA's) for priority practice implementation. This project will mesh with the existing Iowa Great Lakes Watershed Management Plan by reducing pollutant loads from the highest priority RMA's which are resulting in impaired water bodies. The majority of the funding needed for the specific practices specified in this proposal has already been secured through the Iowa DNR Section 319 and Lake Restoration Programs, The Water Quality Commission and the City of Spirit Lake. This funding request will simply bring the overall cost of these keystone practices into the range of affordability for the committed funders and the City of Spirit Lake
