The reintroduction of the Iowa Department on Aging legislative and policy update, now known as “Aging Watch.” The Department is providing this update to better inform you about policy affecting older Iowans. In addition to policy updates from the statehouse and the nation’s capitol, you’ll learn about Department programs and changes affecting the landscape. As you’ll learn reading this and future editions, big changes are coming for the Iowa Aging Network. Over the next year the Department will be reducing the number of local Area Agencies on Aging, as required by legislative action. Not surprisingly, this is a major change for everyone.

The city of Elliott has had an increase in nitrate levels in their community water supply located in the Coe Creek Watershed. They have been working with the IDNR Source Water Protection (SWP) Programs to conduct site investigations and have formed a SWP Planning Team. This Team has been reviewing the investigation findings, formed an action plan and studied different Best Management Practices (BMPs). After considering the BMPs the SWP Team made a recommendation to the Elliott City Council which included native grass seeding and a shallow water wetland. The Team also held an informational meeting for the citizens of Elliott. The goal of this meeting was to inform and educate the public of the Team findings and BMPs. The Elliott City Council approved the restoration of a shallow wetland with a native grass buffer. This whole project is 27 acres and includes a shallow water wetland with native grass buffer. This would be a long term method to reduce nitrates in the city wells. Elliott is partnering with the Natural Resources Conservation Service, Montgomery County Soil and Water Conservation District, Pheasants Forever, the Montgomery County Conservation Board, US Fish and Wildlife Service and the Montgomery County Board of Supervisors in the restoration of the shallow water wetland and native grass buffer.

Brushy Creek is a tributary of the Raccoon River, which is a regular source of drinking water for over 400,000 Iowans. Regular monitoring by Des Moines Water Works (DMWW) and Agriculture’s Clean Water Alliance (ACWA) over the last eight years has shown the stream to be highly impaired for coliform bacteria and nitrate. Both Brushy Creek and the Raccoon River are on the 303(d) impaired waterbody list. A December 2005 fish kill in Brushy Creek resulted in administrative actions against seven livestock producers. Several open feed lots exist in the watershed. The community of Roselle (in the Brushy Creek watershed) has been identified by IDNR as unsewered, and many dwellings throughout the watershed discharge untreated human waste. No Watershed Improvement Association (WIA) exists in this sparsely-populated area. This outcome-based project will: • Enhance nutrient and manure management to reduce agricultural inputs to the stream. • Assess the amount of human waste reaching the stream from Roselle. • Engage and inform local residents so a WIA can be formed. • Monitor performance through a rigorous water and soil testing program. This project embraces a concept of participation from all levels of government, commodity organizations, and the private sector. The largest drinking water utility in the state will lead and administer this effort. The participating parties will work to establish a functioning WIA so that progress achieved through this project will be robust and long-lasting. The participants believe this will be the most effective approach to correct the situation, and will serve as a model for other problem watersheds throughout the state.

My job today as chief justice is to inform you and all Iowans of the condition of the Iowa Judicial Branch. The judicial branch is accountable to do its work so that Iowans can see the value of its fair and impartial courts. It is accountable every day for the resources it is given and the important responsibilities with which it has been entrusted. We best meet these obligations by becoming the best court system we can be. I am honored to report the progress the judicial branch has made towards becoming the best court system in the nation and the value of this progress for all Iowans. Both my grandfathers were carpenters. Like others who build with their hands, they could look at their work at the end of the day and see progress since the beginning of the day. Building Iowa’s court system consistent with its goals may not reveal progress at the end of every day as easily as the work of a carpenter. It is a long, careful process that requires the hands of many, working every day. But, certain days do come along when progress can be seen and our goals are closer within reach. Again this year, the goals of the judicial branch are to:  Protect Iowa’s children;  Provide full-time access to justice;  Operate an efficient, full-service court system;  Provide faster and less costly resolution of legal disputes;  Remain open and transparent; and  Provide fair and impartial justice for all.

The Cultural Leadership Partners Program of the Iowa Arts Council and Iowa Department of Cultural Affairs (IAC/DCA) engages leaders in Iowa’s arts and cultural community that have demonstrated an exemplary record of programming and managerial excellence, as well as exceptional community service to the citizens of Iowa on a year-round basis. After a rigorous application process, organizations selected to become Cultural Leadership Partners (CLPs) receive annual operating support from IAC/DCA. This document will not only serve to communicate to CLPs what the IAC/DCA has learned from these conversations, but that it will act as a catalyst for further development of the program and inform how IAC/DCA can support, challenge, connect, and partner with Iowa’s leading arts and cultural institutions.

Rural intersections account for 30% of crashes in rural areas and 6% of all fatal crashes, representing a significant but poorly understood safety problem. Transportation agencies have traditionally implemented countermeasures to address rural intersection crashes but frequently do not understand the dynamic interaction between the driver and roadway and the driver factors leading to these types of crashes. The Second Strategic Highway Research Program (SHRP 2) conducted a large-scale naturalistic driving study (NDS) using instrumented vehicles. The study has provided a significant amount of on-road driving data for a range of drivers. The present study utilizes the SHRP 2 NDS data as well as SHRP 2 Roadway Information Database (RID) data to observe driver behavior at rural intersections first hand using video, vehicle kinematics, and roadway data to determine how roadway, driver, environmental, and vehicle factors interact to affect driver safety at rural intersections. A model of driver braking behavior was developed using a dataset of vehicle activity traces for several rural stop-controlled intersections. The model was developed using the point at which a driver reacts to the upcoming intersection by initiating braking as its dependent variable, with the driver’s age, type and direction of turning movement, and countermeasure presence as independent variables. Countermeasures such as on-pavement signing and overhead flashing beacons were found to increase the braking point distance, a finding that provides insight into the countermeasures’ effect on safety at rural intersections. The results of this model can lead to better roadway design, more informed selection of traffic control and countermeasures, and targeted information that can inform policy decisions. Additionally, a model of gap acceptance was attempted but was ultimately not developed due to the small size of the dataset. However, a protocol for data reduction for a gap acceptance model was determined. This protocol can be utilized in future studies to develop a gap acceptance model that would provide additional insight into the roadway, vehicle, environmental, and driver factors that play a role in whether a driver accepts or rejects a gap.
