FY09 Enrich Iowa Report State Funding for Iowa Libraries, January 20, 2010

Iowa is a state rich in libraries, with 543 public libraries; more than 80 college and university libraries; and about 1,000 school libraries. Libraries enrich Iowa and support lifelong learning. The State Library of Iowa actively champions libraries and improves library services for Iowans through its management of the Enrich Iowa program. In accordance with 2006 IOWA ACTS, Chapter 1180 (16)(6), the State Library of Iowa is pleased to submit this report on the impact of state funding on Iowans and Iowa libraries through the Enrich Iowa Program.

Issue review : Regents universities and the 2008 summer floods.

This issue review examines the flooding experienced by the University of Iowa and, to a much lesser degree, by Iowa State University and the University of Northern Iowa.

Issue review : tuition at Iowa Regents universities.

Examination of the growth in tuition at Iowa Regents universities with comparisons to inflation, funding sources, peer institutions, and relative to household income.

Issue review : state funding for libraries.

The state appropriates funds to support library services to Iowans through the State Library, the Library Service Areas, and state aid to local libraries known as Enrich Iowa. As a result of legislation enacted in 2010, the Iowa Library Association, or ILA, convened a committee to make recommendations regarding reorganization of state-funded library operations and services. The committee's recommendations have been approved by the ILA and endorsed by the State Commission of Libraries. The recommendations described involve the reorganization of the State Library and Library Service Areas.

Issue review : executive branch employees, January 2011 and August 2012.

This issue review examines the change in the number of executive branch employees, supervisors and payroll between January 2011 and August 2012. In recent years, a variety of factors have encouraged a reduction in the number of state employees, salary adjustment that pays for contract-related salary and benefits increases has not been funded, limited departments' ability to pay increasing personnel costs. Early retirement packages have been offered, encouraging higher-paid employees to retire. Beginning in January 2011, the Governor set a goal of reducing the cost of state government by 15 percent, which could impact the number of employees.
