The Watershed Improvement Fund and the Watershed Improvement Review Board (WIRB) were created in 2005. This statute is now codified in Iowa Code Chapter 466A. The purpose of the Watershed Improvement Fund is to enhance the water quality in the state through a variety of impairment-based, locally-directed watershed improvement projects. These projects are awarded grants through a competitive application process directed by the WIRB. Appropriations to the Fund do not revert except for the Capital Revenue Bonds II (RCB2) appropriation. Interest earned on the moneys on the Fund are also retained in the Fund and are used to fund projects or pay per diem and expenses of the WIRB members. Starting July 1, 2012, the Fund is also receiving Animal Agriculture Compliance Fund Penalties. In state fiscal years 2009 (SFY2009) and 2010 (SFY2010), the Watershed Improvement Fund was appropriated $5,000,000 from the Rebuild Iowa Infrastructure Fund (RIIF). In SFY2011, the Watershed Improvement Fund was appropriated $2,000,000 from the Revenue Bonds Capitals II Fund (RBC2). No appropriation was received in fiscal year 2012. In SFY 2013, the Watershed Improvement Fund was appropriated $1,000,000 from the RIIF.

This study examines the effectiveness of Iowa’s Driver Improvement Program (DIP), measured as the reduction in the number of driver convictions subsequent to the DIP. The analysis involved a random sample of 9,055 drivers who had been instructed to attend DIP and corresponding data on driver convictions, crashes, and driver education training history that were provided by the Iowa Motor Vehicle Division. The sample was divided into two groups based on DIP outcome: satisfactory or unsatisfactory completion. Two evaluation periods were considered: one year after the DIP date (probation period) and the period from the 13th to 18th month after the DIP date. The evaluation of Iowa’s DIP showed that there is evidence of effectiveness in terms of reducing driver convictions subsequent to attending the DIP. Among the 6,790 (75%) drivers who completed the course satisfactorily, 73% of drivers had no actions and 93% were not involved in a crash during the probation period. Statistical tests confirmed these numbers. However, the positive effect of satisfactory completion of DIP on survival time (that is, the time until the first conviction) was not statistically significant 13 months after the DIP date. Econometric model estimation results showed that, regardless of the DIP outcome, the likelihood of conviction occurrence and frequency of subsequent convictions depends on other factors, such as age, driver history, and DIP location, and interaction effects among these factors. Low-cost, early intervention measures are suggested to enhance the effectiveness of Iowa’s DIP. These measures can include advisory and warning letters (customized based on the driver’s age) sent within the first year after the DIP date and soon after the end of the probation period, as well as a closer examination of DIP instruction across the 17 community colleges that host the program. Given the large number of suspended drivers who continued to drive, consideration should also be given to measures to reduce driving while suspended offenses.

Little River Lake watershed is a 13,305 acre subwatershed of Little River. The 788 acre lake was listed as a 303d impaired water body in 2008 due to elevated turbidity and algae levels. The Decatur SWCD has prioritized water quality protection efforts within the Little River Lake watershed because 1) portions of this watershed has been identified as the primary contributor of sediment and nutrients to Little River Lake, which provides an essential source of drinking water for Decatur County and the Southern Iowa Rural Water Association; 2) the watershed provides exemplary education and project interpretation opportunities due to its proximity to Little River Lake Recreation Area, and 3) by using targeted and proven soil conservation practices to address water quality deficiencies the probability of successfully attenuating soil erosion and ameliorating water quality impairments is enhanced. The specific goals of this proposal are to: 1. reduce annual sediment, and phosphorous delivery to the lake by 11,280 tons and 14,664 lbs., respectively, via applications of conservation practices on targeted agricultural land; 2. delist the lake as an EPA 303d impaired water body via water quality enhancement; 3. obtain a “Full Support” status for the lake’s aquatic life and recreational use; 4. reduce potable water treatment costs (minimum 50% cost reduction) associated with high suspended solid levels; and 5. restore a viable sport-fish population, thereby bolstering tourism and the economy. To achieve timely project implementation the Decatur SWCD has cooperated with the IDNR Watershed Improvement Section, Fisheries Bureau, and IDALS-DSC to assess extant water quality and watershed conditions, coalesced a diverse team of committed partners and secured matching funding from multiple sources.

The main channel of Upper Buffalo Creek has been identified on Iowa's 303(d) List of Impaired Waters as having a biological impairment (i.e., greater than 50% decrease in mussel species) due to habitat modification, stream alteration, nutrients, and/or siltation. The Buchanan County SWCD has identified this as a priority watershed because mussel population decreases have been well documented to be directly associated with decreases in ecological value, recreational value, and overall water quality. The presence of a diverse and reproducing mussel population indicates that a healthy aquatic ecosystem is intact, which means good fishing, good water quality for wildlife, and assurance that water is safe for recreation. Dan Cohen, Buchanan Conservation Board Director, stated that "should water quality conditions improve, and fishing holes and habitat be enhanced, there is no doubt that many people would take advantage of the renewed recreational opportunities". This watershed contains two "threatened" species of mussels and five "sensitive" species of fish. The District feels that a watershed project will assist in implementing conservation practices that will greatly improve water quality and enhance biological and recreational venues.

Sand Creek is the most significant recreational fishery in Delaware County because of its location to Manchester and Lake Delhi. It is a feeder stream for game fish to the main stem of the Maquoketa River which is limited by the dams at Manchester and Lake Delhi. Sand Creek encompasses 16,045 acres and is dominated by row crop agriculture. It is being impacted by sediment, nutrients and E coli bacteria. Sand Creek will be a good example for habitat impaired watershed. The purpose of this project is to decrease the amount of sediment and nutrients reaching Sand Creek and to increase the habitat in Sand Creek to make it a better spawning and growing area for the fish and the food chain for the fish. The objectives of this project are to reduce sediment delivery by 40%, to improve in-stream habitat on 40% of identified critical areas and implement an information/education program. The project will install 3,800 acres of new no-till planting, 6 water and sediment control basins, 4,000 feet of terraces, 20,000 feet of improved or new waterways, 3,200 feet of streambank/ habitat enhancement, 4,500 feet of livestock exclusion fencing and 6 acres of wetlands.

Brushy Creek is a tributary of the Raccoon River, which is a regular source of drinking water for over 400,000 Iowans. Regular monitoring by Des Moines Water Works (DMWW) and Agriculture’s Clean Water Alliance (ACWA) over the last eight years has shown the stream to be highly impaired for coliform bacteria and nitrate. Both Brushy Creek and the Raccoon River are on the 303(d) impaired waterbody list. A December 2005 fish kill in Brushy Creek resulted in administrative actions against seven livestock producers. Several open feed lots exist in the watershed. The community of Roselle (in the Brushy Creek watershed) has been identified by IDNR as unsewered, and many dwellings throughout the watershed discharge untreated human waste. No Watershed Improvement Association (WIA) exists in this sparsely-populated area. This outcome-based project will: • Enhance nutrient and manure management to reduce agricultural inputs to the stream. • Assess the amount of human waste reaching the stream from Roselle. • Engage and inform local residents so a WIA can be formed. • Monitor performance through a rigorous water and soil testing program. This project embraces a concept of participation from all levels of government, commodity organizations, and the private sector. The largest drinking water utility in the state will lead and administer this effort. The participating parties will work to establish a functioning WIA so that progress achieved through this project will be robust and long-lasting. The participants believe this will be the most effective approach to correct the situation, and will serve as a model for other problem watersheds throughout the state.

In-lake management can be a critical need for water quality improvement for impaired recreation lakes. Biomanipulation practices to achieve the proper balance of predatory fish, zooplankton grazing of algae, and native aquatic vegetation can sometimes restore water clarity of turbid, nutrient enriched lakes. Lakewood leaders have a renovation plan for Lake Colchester, involving several common and three innovative practices. Lakewood is prepared to pay for proven practices, but seeks WIRB grant support to test innovations in collaboration with Iowa DNR biologists, and ISU limnologists, serving as advisors and monitors for the entire project.

The Watershed Improvement Fund and the Iowa Watershed Improvement Review Board (WIRB) were created in 2005. This statute is now codified in Iowa Code Chapter 466A. The fifteen-member Board conducted seven meetings throughout the year in-person or via teleconference. Meetings were held January 23, February 27, April 17, June 18, July 24, September 25 and December 17. Attachment 1 lists the board members and their organization affiliation. The Board completed one Request For Applications (RFA) for the Watershed Improvement Fund. The RFA was announced November 6, 2014 and closed December 29, 2014. December 29, 2014 Closing Date Request For Applications: The Board received 16 applications in response to this RFA. These applications requested $2.8 million in Watershed Improvement Funds and leveraged an additional $9.1 million for a total of $11.9 million of watershed project activity proposed. After reviewing and ranking the applications individually from this RFA, the Board met and selected eight applications for funding. The eight applications were approved for $1,249,861 of Watershed Improvement Funds. Data on the eight selected projects in this RFA include the following: • These projects included portions of 12 counties. • The $1.2 million requested of Watershed Improvement Funds leveraged an additional $4.2 million for a total of $5.4 million in watershed improvements. • Approved projects ranged in funding from $41,980 to $250,000. Attachment 2 lists the approved projects’ name, applicant name, project length, county or counties where located, and funding amount for the RFA. Attachment 3 is a map showing the status of all projects funded since inception of the program. At the end of 2015 there are 111 completed projects and 39 active projects. In cooperation with the Treasurer of State, the WIRB submitted the 2015 year-end report for the Rebuild Iowa Infrastructure Fund to the Legislative Services Agency and the Department of Management. Attachment 4 contains the 2015 annual progress reports submitted from active projects or projects finished in 2015.

To supplement other environmental monitoring programs and to protect the health of people consuming fish from waters within this state, the state of Iowa conducts fish tissue monitoring. Since 1980, the Iowa Department of Natural Resources (IDNR), the United States Environmental Protection Agency Region VII (U.S. EPA), and the State Hygienic Laboratory (SHL) have cooperatively conducted annual statewide collections and analyses of fish for toxic contaminants. From 1983 to 2014, this monitoring effort was known as the Regional Ambient Fish Tissue Monitoring Program (RAFT). Beginning in 2015, the only statewide fish contaminant-monitoring program in Iowa was changed to the Iowa Fish Tissue Monitoring Program (IFTMP). The IFTMP is administered by IDNR and the tissue analyses are completed at the SHL. Historically, the data generated from the IFTMP have enabled IDNR to document temporal changes in contaminant levels and to identify Iowa lakes and rivers where high levels of contaminants in fish potentially threaten the health of fish-consuming Iowans (see IDNR 2006).
