Since the introduction of expanded levels of intrastate service on October 30, 2006, Amtrak trains in Illinois have produced impressive gains in both ridership and ticket revenue. This success and continuing stakeholder support has given rise to a formal request from the Illinois Department of Transportation (“Ill. DOT”) to Amtrak to develop a feasibility study regarding possible service consisting of a morning and an evening train in each direction between Chicago and the Quad Cities. The area between Chicago and the Quad Cities includes many rapidly growing communities. From Chicago toward the West and South, many towns and cities have experienced double digit growth increases in population since the year 2000. Southern DuPage, Cook and Will counties have seen especially strong growth, pressuring highway infrastructure, utilities, and schools. Community development and highway congestion are readily apparent when traveling the nearly 3 hour, 175 mile route between Chicago and the Quad Cities. As information, there are only three weekday round trip bus frequencies available between Chicago and the Quad Cities. The Quad City International Airport offers a total of 10 daily scheduled round trip flights to Chicago's O'Hare International Airport via two separate carriers flying regional jets. The Quad Cities (Davenport, Moline, Rock Island, and Bettendorf) are located along the Mississippi River. Nearly 60% of its visitors are from the Chicago area. With dozens of miles of scenic riverfront, river boating, casinos, and thousands of acres of expansive public spaces, the Quad Cities area is a major draw from both Iowa and Illinois. The huge Rock Island Arsenal, one of the largest military arsenals in the country and located along the river, is transitioning to become the headquarters of the United States First Army. As will be discussed later in the report, there is only one logical rail route through the Quad Cities themselves. The Iowa Interstate Railroad operates through the Quad Cities along the river and heads west through Iowa. The Quad Cities are considering at least three potential locations for an Amtrak station. A study now underway supported by several local stakeholders will recommend a site which will then be considered, given available local and other financial support. If Amtrak service were to terminate in the Quad Cities, an overnight storage track of sufficient length along with ample parking and certain other requirements covered elsewhere in the report would be required.

Preliminary findings show that that goal has been achieved for FY 07 releasees, with recidivism rates the lowest among the three years studied.

In addition to their original sentence, persons convicted of sexual abuse, incest or sexual exploitation of a minor also receive a “special sentence” of ten years, or in some cases, life. In its prison population forecast, the Iowa Division of Criminal and Juvenile Justice Planning noted “an unexpectedly high rate of revocation among those released to the special sentence, particularly given past research that has shown Iowa sex offenders having very low rates of re-arrest and/or return to prison.”

A startlingly new development has occurred over the past year: The number of offenders residing in Iowa’s correctional institutions has actually dropped. An ever increasing prison population – in 1990 the prison count stood at 3,842 offenders – reached an all-time high of 8,940 offenders on October 3,2007, an increase of 233% over 17 years. A significant cause for the increase has been longer stays in prison, due in part to the long-term effect of restrictions on parole eligibility. Over the past nine months, however, the prison population has been declining – to 8,573 on July 15, 2008 (not including 129 jail prisoners temporarily housed at ASP and IMCC due to the flooding). This represents a decrease of 367 offenders – or 4.1% - from the October 3, 2007 high.

In the August Data Download, we reported that the number of prison admissions due to probation revocation had declined in FY 2008 in comparison with the previous four years, despite the fact that the number of offenders on probation has actually increased over that time period. In this issue we explore information in the reports of violation that led to probation revocations to prison.

Traditionally, recidivism is studied from the point when an offender first has an opportunity to reoffend, which is usually when he or she is admitted to community-based corrections supervision. However, an offender beginning supervision has not had an opportunity to complete treatment interventions that would potentially lower their risk of reoffending.

Welcome to the first issue of the ICON Data Download, a periodic report intended to communicate findings relevant to those who work directly with offenders, as well as those involved in planning, policy and budgeting. This issue highlights work conducted by research partner Christopher Lowenkamp, Ph.D., of the University of Cincinnati and his research associate, Kristin Bechtel, M.S. Data for this analysis was provided from the Iowa Justice Data Warehouse – and takes advantage of the link between ICON and ICIS (the court database) to readily track offender recidivism.

In an effort to reduce the strain on limited prison beds, the Board of Parole – with the support of the Department of Corrections – instituted the Halfway Back revocation option. This option allows for selected parolees to be revoked to work release rather than to prison.

The Iowa Correctional Offender Network (ICON) is a data collection system that was first deployed in community corrections in 2000 after two years of planning, and was integrated with the institutions in 2004. The purpose of ICON is to collect and organize the data necessary to make informed decisions.

Like many businesses and government agencies, the Iowa Department of Corrections has been measuring our results for some years now. Certain performance measures are collected and reported to the Governor as part of the Director’s Flexible Performance Agreement used to evaluate the DOC Director. Updates of these measures are forwarded to DOC staff on a quarterly basis. In addition, the Iowa Department of Management requires each state agency to report on certain performance measures as part of Iowa’s effort to ensure accountability in state government. Through an act of the Iowa Legislature, the Violator Program came into existence some 20 years ago, the purpose of which was to provide an alternative to long-term imprisonment for those offenders whose probation/parole had been suspended. This 4-6 month program is currently administered at three locations: Luster Heights, Newton Correctional Release Center,and the Iowa Correctional Institution for Women.
