This report presents the results of a comparative laboratory study between well- and gap-graded aggregates used in asphalt concrete paving mixtures. A total of 424 batches of asphalt concrete mixtures and 3,960 Marshall and Hveem specimens were examined. There is strong evidence from this investigation that, with proper combinations of aggregates and asphalts, both continuous- and gap-graded aggregates can produce mixtures of high density and of qualities meeting current design criteria. There is also reason to believe that the unqualified acceptance of some supposedly desirable, constant, mathematical relationship between adjacent particle sizes of the form such as Fuller's curve p = 100 (d/D)n is not justified. It is recommended that. the aggregate grading limits be relaxed or eliminated and that the acceptance or rejection of an aggregate for use in asphalt pavement be based on individual mixture evaluation. Furthermore, because of the potential attractiveness of gap-graded asphalt concrete in cost, quality, and skid and wear resistance, selected gap-graded mixtures are recommended for further tests both in the laboratory and in the field, especially in regard to ease of compaction and skid and wear resistance.

This report presents construction methods and results using three reinforcing fabrics to prevent reflection cracking in an asphalt overlay. The original highway in the rural area was Portland Cement Concrete 20 feet wide. It was widened by adding 2 feet of asphaltic concrete 10 inches deep on each side prior to resurfacing. Data are presented for the widening joint and transverse cracks in the rural area and for the random cracking in the urban area.

One of the most serious impediments to the continued successful use of hot mix asphalt (HMA) pavements is rutting. The Iowa Department of Transportation has required 85% crushed particles and 75 blow Marshall mix design in an effort to prevent rutting on interstate roadways. The objective of this research and report is to develop relation~hips between the percent of crushed particles and resistance to rutting in pavement through the use of various laboratory test procedures. HMA mixtures were made with 0, 30, 60, 85 and 100% crushed gravel, crushed limestone and crushed quartzite combined with uncrushed sand and gravel. These aggregate combinations were used with 4, 5 and 6% asphalt cement (ac). Laboratory testing included Marshall stability, resilient modulus, indirect tensile and creep. A creep resistance factor (CRF) was developed to provide a single numeric value for creep test results. The CRF values relate well to the amount of crushed particles and the perceived resistance to rutting. The indirect tensile test is highly dependent on the ac with a small effect from the percent of crushed particles. The Marshall stability from 75 blow compaction relates well to the percent of crushed particles. The resilient modulus in some cases is highly affected by grade of ac.

The Iowa Department of Transportation began creep and resilient modulus testing of asphalt concrete mixtures in 1989. Part 1 of this research reported in January 1990 was a laboratory study of hot mix asphalt (HMA) mixtures made with O, 30, 60, 85 and 100% crushed gravel, crushed limestone and crushed quartzite combined with uncrushed sand and gravel. Creep test results from Marshall specimens related well to the percent of crushed particles and the perceived resistance to rutting. The objective of this research, part 2, was to determine if there was a meaningful correlation between pavement rut depth and the resilient modulus or the creep resistance factor. Four and six inch diameter cores were drilled from rutted primary and interstate pavements and interstate pavements with design changes intended to resist rutting. The top 2 1/2 inches of each core, most of which was surface course, was used for creep and resilient modulus testing. There is a good correlation between the resilient modulus of four and six inch diameter cores. Creep resistance factors of four and six inch diameter cores also correlated well. There is a poor correlation between resilient modulus and the creep resistance factor. The rut depth per million 18,000 pound equivalent single axle loadings (ESAL) for these pavements did not correlate well with either the resilient modulus or the creep resistance factor.

Roughly 242 million used tires are generated annually in the United States. Many of these tires end up being landfilled or stockpiled. The stockpiles are unsightly, unsanitary, and also collect water which creates the perfect breeding ground for mosquitoes, some of which carry disease. In an effort to reduce the number of used tire stockpiles the federal government mandated the use of recycled rubber in federally funded, state implemented department of transportation (DOT) projects. This mandate required the use of recycled rubber in 5% of the asphalt cement concrete (ACC) tonnage used in federally funded projects in 1994, increasing that amount by 5% each year until 20% was reached, and remaining at 20% thereafter. The mandate was removed as part of the appropriations process in 1994, after the projects in this research had been completed. This report covers five separate projects that were constructed by the Iowa Department Of Transportation (DOT) in 1991 and 1992. These projects had all had some form of rubber incorporated into their construction and were evaluated for 5 years. The conclusion of the study is that the pavements with tire rubber added performed essentially the same as conventional ACC pavement. An exception was the use of rubber chips in a surface lift. This performed better at crack control and worse with friction values than conventional ACC. The cost of the pavement with rubber additive was significantly higher. As a result, the benefits do not outweigh the costs of using this recycled rubber process in pavements in Iowa.

An ACC overlay is most often the rehabilitative effort used to maintain the serviceability of either an ACC or PCC pavement. The major problem in durability of this ACC overlay comes from reflective cracking. These cracks usually open, allowing water to enter the unsealed crack and strip the ACC in the overlay. The stripping of the ACC allows accelerated deterioration at the crack. Two engineering fabrics were evaluated in this project in order to determine their effectiveness in reducing reflective cracking. These two materials are: • PavePrep, Contech Construction Products Inc. • ProGuard, Phillips Fiber Corporation The data indicated a statistically significant decrease in reflective crack formation in the ProGuard fabric sections compared to control. There was little evidence of a similar effect from the PavePrep fabric sections compared to control. However, the rate of cracking (the rate of formation of new cracks) for both fabrics and control tended to be similar after three years. The benefits of using these fabrics (possible delay of some crack formation by two years) on this project did not outweigh the costs of up to $4200.00 per mile.

In recent years, the Iowa Department of Transportation has put greater emphasis on improving highway safety. This effort has been relatively successful with a reduction in traffic-related fatalities to levels experienced prior to 1950. The nationwide speed limit of 55 mph was probably the greatest contributor to the decline in traffic fatalities, but there have been many other efforts that have also contributed to this decline. The Iowa DOT has been testing all paved roadways periodically for friction coefficient since 1969. New techniques have been used to obtain a greater depth of surface texture on paved roadways. Transverse tined grooving has been used on portland cement concrete to provide increased texture depth.

ASPHALT STABILIZATION (ASPHADUR): Asphadur (now called 3M Additive 5990) was incorporated into asphaltic concrete on a lane delineation, AC resurfacing, project in Council Bluffs. The experimental feature was included in the eastbound lanes of Interstate 480, beginning at the bridge over the Missouri River and ending at the bridge over North 41st Street. The project was constructed in October 1979. The objective of the project was to investigate the manufacturer's claims of improved strength, stability and durability of an asphalt mix. REDUCTION OF REFLECTION CRACKS (MONSANTO BIDIM SYNTHETIC FABRIC): A lane delineation project was constructed in the eastbound lanes of Interstate 480 in Council Bluffs. A synthetic fabric, Monsanto Bidim C-28, was placed between the portland cement concrete and two inches of Type A asphaltic concrete resurfacing containing Asphadur. The experimental feature began at the bridge over the Missouri River and ended at the bridge over North 41st Street. The project was constructed in October 1979. The objective of this experimental project was to determine the effectiveness of the fabric in reducing reflective cracking in an asphaltic concrete overlay.

Iowa's first field application of synthetic engineering fabrics was on research project HR-158, "Prevention of Reflective Cracking in Asphalt Overlays". This research placed in September 1971 used three different engineering fabrics. A final report concluding generally favorable performance was distributed in May 1977. There have been a number of Iowa engineering fabric installations since that initial project.

Stopping and turning maneuvers on high traffic volume asphalt cement concrete surfaced roads and streets often cause distortion of the pavement. Distortion may show up as excessive rutting in the wheel path, shoving of the pavement and/or rippling of the surface. Often times repeated corrective work such as cold milling or heater planing is required in these areas to maintain the pavement surface in a reasonable condition. In recent years polymer additives have been developed for asphalt cement concrete paving mixes that show promise in improving the inplace stability of the pavements. AC-13 (Styrelf 13) available from Bitucote Products Company, St. Louis, Missouri is an asphalt cement that has been modified by an additive to exhibit characteristics of very high stability in asphalt mixes.

Foamed asphalt shoulders were placed on an Industrial Connector road at the south edge of Muscatine. The foamed asphalt was produced by injecting 1 to 2 percent water into hot asphalt cement in a patented foaming chamber. A foam develops which is 10 to 15 times the original volume. of the asphalt cement. A 3/8" limestone aggregate was used in the foamed asphalt mixture. This foamed asphalt was placed on the shoulders and in the radii on the Industrial Connector road in May 1987. The radii were later replaced due to reconstruction, but the shoulders remain and performed fairly well with some recent stripping and potholing. The performance appeared to be lower than expected from conventional hot mix on projects with similar traffic.

Discarded tires have become a major disposal problem in the U.S. Different techniques of recycling these discarded tires have been tried. The state of Iowa has evaluated the use of discarded tires ground into crumb rubber and blending it with asphalt to make asphalt rubber cement (ARC). This was the sixth project using this process. The project is located on US 169 from the east junction of IA 175 west and north to US 20. Only the binder course was placed during this research with the surface course to be let at a later date. There were four test sections, two sections with conventional mixtures and two with ARC mixtures. There were no significant differences in placement or performance between the two mix types. The cost of the ARC mixture was significantly higher.

Approximately 40,000 tons of deteriorated asphalt concrete has been removed from Interstate 80 in Cass County and stockpiled. Laboratory tests indicate that this material has considerable value when upgraded with new aggregate and asphalt cement. This report documents the procedures used and results obtained on an experimental recycling project. It was demonstrated that present drum mixing-recycling equipment and procedures can be used to utilize this material with satisfactory results. Laboratory analyses of material components and mixtures were performed; these analyses indicate mixture can be produced that is uniform, stable, and very closely resembles mixture produced with all virgin material. A 1700 foot long test section was constructed on US 169 in Kossuth County wherein salvaged asphalt concrete from I-80 in Cass County was utilized. The salvaged mix was blended with virgin aggregate and recycled through a modified drum mixing plant, the reprocessed mixture was satisfactorily placed 1 1/2 inches thick as a resurfacing course on an old PCC pavement. An inspection of the test section was made in December of 1978 to evaluate the performance after one full year of service. There was no evidence of rutting or shoving from traffic. The surface does, however, have a very dry and somewhat ravelled appearance. This can be related to a low asphalt content in the mix and some temperature control problems which were difficult to get fully corrected on such a short project and with a short supply of readily available materials.

At a pavement management study meeting in Omaha, Nebraska, September 12 and 13, 1979, the states of Iowa, Kansas and Nebraska agreed on the need for an in-depth engineering study of thermal cracking of bituminous pavement. In addition, the states of Oklahoma and North Dakota agreed to participate in the study. The scope of the study was to analyze all functions relating to the thermal cracking problem to determine how different uses of preventative materials, mix design measures, maintenance repairs, and design of bituminous pavements and overlays might be contributing to the problem and to determine what improvements might be made in these procedures to reduce the problem of thermal cracking. This publication describes the study and its conclusions. One of the conclusions is that the study did not address what the authors believe to be the major contributor to transverse cracking - the subgrade and subbase.

For the past several year Kossuth County has had a scheduled maintenance program of bituminous seal coating. This program has been used to maintain the 467 miles of asphaltic concrete surfaced roads in Kossuth County. Since most of the experience that Kossuth County had in seal coating was with cutback asphalt, it was decided to include the use of emulsified asphalt in Kossuth County's 1980 seal coat program. Federal Demonstration Project Funds were requested from the Federal Highway Administration to study the use of emulsified asphalt and funding was granted under Demonstration Project No. 55,:Asphalt Emulsions for Highway Construction." Items studied were design and construction procedure cost of alternate material, energy consumption and environmental considerations. A construction contract was awarded to Everds Brothers, Inc. of Algona, Iowa, on July 1, 1980. There were four bidders on the 54.5 miles of seal coating that was let. A map showing the location of the seal coating projects is shown in Appendix A, and a copy of the contract is shown in Appendix B. The contractor started the project on July 11, 1980 and completed the project on August 1, 1980. Construction inspection and follow-up inspections of the project were conducted by personnel of the Kossuth County Engineer's Office and testing of the materials, friction testing and road rater testing were conducted by the Material's Department of the Iowa Department of Transportation.
