Iowa Client Assistance Program Annual Report 2008

Annual report for federal fiscal year 2008 submitted to the Rehabilitation Services Administration, Office of Special Education and Rehabilitative Services, U.S. Department of Education. This report is requied to be submitted each year by December 31th for the pervious fiscal year as part of the federal grant requirements for the Client Assistance Program grantee in each state. In Iowa, the Client Assistance Program is housed in the Division of Persons with Disabilities, Department of Human Rights and provides information and referral services and advocacy services as outlined under the Rehabilitation Act of 1973, as amended.

Annual Infrastructure Report 2008, January 30, 2009

Major maintenance; health, safety, loss of use; and Americans with Disabilities Act deficiencies at the Capitol Complex and statewide for twelve agencies and divisions participating in the Vertical Infrastructure Program in collaboration with the Governor's Vertical Infrastructure Advisory Committee, including the Department of Administrative Services; the Department of Commerce, Alcoholic Beverages Division; the Department of Corrections; the Department of Cultural Affairs; the Department of Education, including Iowa Public Television and Iowa Vocational Rehabilitation Services; the Department of Human Services; Iowa Law Enforcement Academy; the Department of Public Safety; Terrace Hill; Iowa Veterans Home and Iowa Workforce Development. The advisory committee meets on a monthly basis to review the progress of the work and to make recommendations on procedures and priorities. Annual Performance Report IDEA Part C FFY 2008-2009

This is the annual performance report for the Individuals with Disabilities Education Act, Part C, which was submitted on February 2, 2010 to the United States Department of Education, Office of Special Education Programs. The report provides data on the State's Early ACCESS system and the 10 Regional Grantees' performance in 14 national indicators.

State Performance Plan IDEA Part C FFY 2008-2009

In accordance with the Individuals with Disabilities Education Improvement Act of 2004, Iowa must have in place a Part C State Performance Plan that evaluates Iowa's efforts to implement the requirements and purposes of Part C and describes how Iowa will improve such implementation. This plan is in effect for six years and Iowa will report annually to the U.S. Department of Education on the performance of the State under this plan.

Iowans with disabilities can be the employees that will be needed in the workforce by 2012 to improve economic development. This population should be trained and educated to provide a workforce that is skilled, diverse and qualified to perform a wide variety of jobs to meet the needs of a growing economy.

Disability in Iowa: Public Health Needs Assessment

According to the Centers for Disease Control and Prevention (CDC), the number of adults reporting a disability is expected to increase, along with the need for appropriate medical and public health services. People with disabilities (PWD) face many barriers to good heath, including having overall poorer health, less access toadequate health care, limited access to health insurance, skipping mediacl care because of cost, and engaging in risky health behaviors including smoking and physical inactivity. The goals of the Iowa public health needs assessment were to assess the burden of disability in Iowa counties including health risk factors such as chronic conditions, determine access to preventive health care, and determine the effect of socioeconomic conditions. The state level assessment was based on th 2009-2012 American Community Survey (ACS) and publiccally available Behavioral Risk FactorSurveillance System (BRFSS) 2011 survey. The 2001-2010 combined BRFSS data was used for county level assessment. The needs assessment led us to conclude that adult Iowans with idsabilities face several challenges compared to non-disabled adults. They are more likely to suffer from debilitating chronic conditions and social disparities. Counties with the higher levels of poverty were more likely to have PWD with higher levels of disability related disparities.
