Disorders Among Iowa Inmates Higher Than Previously Assessed, Data Download, Iowa Department of Corrections, May 2008

A newly released study shows that the prevalence of mental health and substance abuse disorders among Iowa’s inmate population is even higher than earlier findings indicated. Using the MINI-Plus assessment tool, University of Iowa researchers screened a randomly selected group of 320 incoming nonviolent offenders at IMCC from 2005 to 2007. DOC’s Director of Mental Health Services, Dr. Bruce Sieleni, participated in the study.

Wind Monitoring of the Saylorville and Red Rock Reservoir Bridges with Remote, Cellular-Based Notifications, May 2012

Following a high wind event on January 24, 2006, at least five people claimed to have seen or felt the superstructure of the Saylorville Reservoir Bridge in central Iowa moving both vertically and laterally. Since that time, the Iowa Department of Transportation (DOT) contracted with the Bridge Engineering Center at Iowa State University to design and install a monitoring system capable of providing notification of the occurrence of subsequent high wind events. In subsequent years, a similar system was installed on the Red Rock Reservoir Bridge to provide the same wind monitoring capabilities and notifications to the Iowa DOT. The objectives of the system development and implementation are to notify personnel when the wind speed reaches a predetermined threshold such that the bridge can be closed for the safety of the public, correlate structural response with wind-induced response, and gather historical wind data at these structures for future assessments. This report describes the two monitoring systems, their components, upgrades, functionality, and limitations, and results from one year of wind data collection at both bridges.

In addition to their original sentence, persons convicted of sexual abuse, incest or sexual exploitation of a minor also receive a “special sentence” of ten years, or in some cases, life. In its prison population forecast, the Iowa Division of Criminal and Juvenile Justice Planning noted “an unexpectedly high rate of revocation among those released to the special sentence, particularly given past research that has shown Iowa sex offenders having very low rates of re-arrest and/or return to prison.”

Evaluation of Dense Bridge Floor Concrete Using High Range Water Reducer, May 1983

The objectives of this research project are: (1) To determine the feasibility of proportioning, mixing, placing and finishing a dense portland cement concrete in a bridge floor using conventional mixing, placing and finishing equipment. (2) To determine the economics, longevity, maintenance performance and protective qualities of a dense portland cement concrete bridge floor when using a high rangewater reducing admixture. The purpose of a high range water reducing admixture is to produce a dense, high quality concrete at a low water-cement ratio witj adequate workability. A low water-cement ratio contributes greatly to increased strength. The normal 7 day strength of untreated concrete would be expected i n 3 days using a superplasticizer. A dense concrete also has the desirable properties of excellent durability and reduced permeability. It is felt that a higher quality, denser, higher strength portland cement concrete can be produced and placed, using conventional equipment, by the addition of a high range water reducing admixture. Such a dense concrete, w i t h a water/cement ratio of approximately 0.30 to 0.35, would be expected to be much less permeable and thus retard the intrusion of chloride. With care and attention given to obtaining the design cover over steel (2% inches clear), it i s hoped that protection for the design life of the structure will be obtained. Evaluation of this experimental concrete bridge floor included chloride content and delamination testing of the concrete floor five years after construction. A comparitive evaluation o f a control section o f concrete without the water reducing admixture was conducted. Other items o f comparison include workability during construction, strength, density, water-cement ratio and chloride penetration.

Settlement At Culverts, May 1984

Research project HR-219 was sponsored by the Iowa Highway Research Board and the Iowa Department of Transportation. The funding authorized from the Primary Road Research Fund was $11,200. The author wishes to express his appreciation to Iowa DOT personnel for their participation in the research. The special features were incorporated into the plans by Road Design personnel. Office of Materials personnel developed the proportions for the flowable mortar. Project inspection was provided by the Creston Resident Engineer and his staff. The excellent cooperation of the contractors contributed to the success of the research. The prime contractor was Irving F. Jensen Company, Inc. of Sioux City, Iowa who retained Reilly Construction Company of Ossian, Iowa and GNA Concrete, Inc. of Grimes, Iowa as subcontractors for the special culvert backfilling.

Iowa Results First: Return on Investment for Corrections Programs - 2012, May 2012

The Iowa Department of Management requested the Iowa Department of Corrections to accept the Pew Center on the States’ invitation to be trained in assessing the return on investment to taxpayers from criminal justice programs utilized by the State of Iowa. Using the Results First model, a nationally recognized, peer-reviewed tool developed by the Washington State Institute for Public Policy (WSIPP), the Department of Corrections has calculated the rate of return on investment for Iowa adult offender programs for each program area included in the model.
