Iowa’s Statewide Transportation Improvement Program (STIP) has been developed in conformance with the guidelines prescribed by 23 U.S.C. and 49 U.S.C. The STIP is generated to provide the Federal Highway Administration and Federal Transit Administration a listing of all projects that are candidates for federal aid from the FHWA and FTA for four federal fiscal years (FFY). The 2015-2018 STIP was approved by FHWA and FTA on September 16, 2014. Preceding the listings of federal-aid candidates are general comments concerning Iowa’s public participation process for selection of federal-aid projects and the basis for funding the proposed projects. Documents evidencing the Iowa Department of Transportation’s authority to act concerning matters related to transportation, federal-aid expenditures and approvals of metropolitan planning organizations’ (MPOs), transportation improvements programs (TIPs) have been provided in past STIPs and can be provided again upon request.

This document includes a summary of the initiatives and activities that are ongoing or have been completed by the Iowa Local Technical Assistance Program (LTAP) in 2010. It also contains a request for the 2011 continuation of LTAP funding. A brief history of Iowa LTAP is below. In addition, its mission/vision and objectives are noted and an explanation of the new organization used for this report is provided. The remainder of this document includes a description of the Iowa LTAP operations in 2010 and 2011. More specifically, staffing changes and several major initiatives are presented. This is then followed by a discussion of task-by-task 2010 outcomes and proposed 2011 activities.

At the request of Mr. Arnold E. Levine, of the Levine Company, Centerville, Iowa, the Iowa State Highway Commission was asked to observe the partial fabrication of two stainless steel culvert pipes and later the Commission was asked if they would like to study their durability. These pipes were fabricated April 12, 1967 in Des Moines, Personnel of the Design and Materials Department were at the fabrication, but no Research people were present. The idea for the installation was conceived and a site selected after which the project was turned over to the Research Engineer. The stainless steel pipes presumably contained the new Allegheny Metal, MF-1, whose composition is shown in Appendix A. The primary aim of the stainless steel pipe is to reduce long term costs that are incurred through replacement and upkeep. The MF-1 has a theoretical life of infinity.

This past winter the sieve analysis of combined aggregate was investigated. This study was given No. 26 by the Central Laboratory. The purpose of this work was to try and develop a sieve analysis procedure for combined aggregate which is less time consuming and has the same accuracy as the method described in I.M. 304. In an attempt to use a variety of aggregates for this investigation, a request was made to each District Materials Office to obtain at least 3 different combined aggregate samples in their respective districts. At the same time it was also requested that the field technician test these samples, prior to submitting them to the Central Laboratory. The field technician was instructed to test each sample as described in method I.M. 304 and also by a modified AASHTO T27 method which will be identified in the report as Method A. The modified AASHTO Method A was identical to T27 with the exception that a smaller sample is used for testing. The field technicians submitted the samples, test results and also comments regarding the modified AASHTO procedure. The general comments of the modified AASHTO procedure were: The method was much simpler to follow; however, it took about the same amount of time so there was no real advantage. After reviewing AASHTO T27, T164, I.M. 304 and Report No. FHWA-RD-77-53 another test method was purposed. Report No. FHWA-RD-77-53 is a report prepared by FHWA from data they gathered concerning control practices and shortcut or alternative test methods for aggregate gradation. A second test method was developed which also was very similar to AASHTO T27, The test procedure for this method is attached and is identified as Method B. The following is a summary of test results submitted by the Field Technicians and obtained by the aggregate section of the Central Laboratory.

Citizens request the installation of roadway lighting in their communities based on several motivations, including the experience or perception that lighting improves traffic safety and reduces crime, while also providing a tangible benefit of taxpayer dollars at work. Roadway authority staff fully appreciate these citizen concerns; however, roadway lighting is expensive to install, supply energy to, and maintain in perpetuity. The installation of roadway lighting is only one of a number of strategies agencies have to address nighttime crash concerns. This research assists local agencies in deciding when, where, and how much rural intersection lighting to provide.

Please note that Iowa Code Chapter 8A.373 provides that before any physical changes are made to the state capitol complex "it shall be the duty of the officers, commissions, and councils charged by law with the duty of determining such questions to call upon" the Capitol Planning Commission for advice. The Capitol Planning Commission members, as well as DAS Staff, welcome the opportunity to discuss future projects at the request of any legislator.

The Buena Vista SWCD is submitting this WIRB request on behalf of both Buena Vista and Pocahontas SWCDs. The two SWCDs are working jointly on a project that includes three existing Mississippi River Basin Imitative (MRBI) project areas in the North Raccoon River Watershed. The total project area is 280,654 crop acres. The MRBI project involves installing conservation practices through the EQIP program. Funding from MRBI will support costs of practice design, layout and checkout, however, there is no funding to market and sell the program and practices to landowners and producers in the project area. Both soil and water districts are financially supporting work currently being done to encourage signup for the approved practices. To effectively implement the MRBI project it is imperative that marketing and promotion through group meetings and one-on­ one contacts is completed. Funding from WIRB will allow the existing employee to spend the needed time on these promotional activities in both Buena Vista and Pocahontas County. Through this WIRB request these two SWCDs districts plan to apply over $800,000 worth of conservation practices that is funded through the MRBI program. The return from this investment of WIRB dollars is large. This is an opportunity to support a large amount of conservation work in the North Raccoon River Watershed, which, is also an important water source for the city Des Moines and provides recreational activities from Des Moines up to BY and Pocahontas Counties.

The Board is authorized to request water quality improvement applications from soil and water conservation districts and local watershed improvement committees and award grants to these entities. These grants are issued from the Watershed Improvement Fund. During 2006, the Fund was allocated $5 million for state fiscal year 2007 for water quality improvements from the tobacco settlement trust fund. On September 20, 2006, the Board awarded grants to sixteen applicants. Total amount allocated to these projects was $4,915,066.

The Board is authorized to request water quality improvement applications from soil and water conservation districts, local watershed improvement committees, cities, public water supply utilities, and county conservation boards and award grants to these entities. These grants are issued from the Watershed Improvement Fund. In 2007, the Fund was allocated $5 million for state fiscal year 2008 for water quality improvements from the tobacco settlement trust fund. On September 24. 2007, the Board awarded grants to ten applicants. Total amount allocated to these projects is $2.656.842. A second Request for applications is under way and will close February 22, 2008.

The Board is authorized to request water quality improvement applications from soil and water conservation districts, local watershed improvement committees, cities, public water supply utilities, and county conservation boards and award grants to these entities. These grants are issued from the Watershed Improvement Fund. In 2008, the Fund was allocated $5 million for state fiscal year 2009 for water quality improvements from the general fund. On February 22, 2008, the Board awarded grants from the SFY 2008 allocation from the Tobacco Settlement Trust Fund to seven applicants. Total amount allocated to these projects is $2,115,694. A Request For Applications was issued Last spring for the SFY 2009 appropriations. On September 12, the Board awarded grants to nine applicants. Total amount allocated to these projects is $3,513,531. A second Request for Applications is underway for the SFY 2009 allocation and will close January 30, 2009.

The Board is authorized to request applications from soil and water conservation districts, local watershed improvement committees, public water supply utilities, counties, county conservation boards and cities and award grants to these entities. These grants are issued from the Watershed Improvement Fund. Annual appropriations of $5 million plus interest earned on the Watershed Improvement Fund allowed the Board to issue two Request For Applications in 2009. On February 27, the Board awarded grants to seven applicants for a total of $2,366,861. On September 21, the Board awarded grants to thirteen applicants for a total of $5,120,832. In addition to providing environmental benefits, these implementation projects stimulate economic recovery and create jobs through the purchasing oflocal goods and services.
