The Iowa Sex Offender Registry and Recidivism, 2000

The Iowa Division of Criminal and Juvenile Justice Planning (CJJP) received funding through the Bureau of Justice Statistics’ (BJS) State Justice Statistics (SJS) Program for the purpose of collection and analysis of data related to implementation of the Iowa Sex Offender Registry. The research had two specific goals: · To enhance understanding of the State’s Sex Offender Registry through collection and analysis of data on sex offenders before and after the Registry’s implementation. · To develop and validate a unique Iowa Sex Offender Risk Assessment tool to assist in identifying those offenders who constitute the highest risk to re-offend. Few studies have addressed the impact of a Sex Offender Registry program on recidivism rates or other variables. It was the purpose of this first study to examine and compare two groups of individuals to determine what effect, if any, the requirement to register as a sex offender had on recidivism rates over a 3-4 year period.

This report was compiled at the request of the Department of Corrections. The statewide analysis of Iowa’s prison population at mid-year (June 30) 2000 includes the following information: l. Type of Most Serious Offense (e.g., arson, assault, burglary, etc.) 2. Offense Class of Most Serious Offense 3. Sex 4. Race/Ethnicity 5. Age (median, or middle value) 6. Inmate Custody Scores (median value) 7. Educational Level (average) 8. Reading Scores (average)

Iowa Juvenile Crime Prevention Community Grant Fund, 2000

The Division of Criminal & Juvenile Justice Planning, as a part of its duties to administer Iowa’s Juvenile Crime Prevention Community Grant Fund, compiled the information contained in this report. Persons involved in the preparation of this report include Eric Sage, Sonya Wendell, and Richard Moore. Much of the report’s descriptions of community projects was adapted from narrative information contained in the applications and progress reports of agencies and units of government throughout the state that are participating in the Juvenile Crime Prevention Community Grant Fund.

Iowa Comprehensive Strategy for Serious, Violent, and Chronic Juvenile Offenders 1999 - 2000 Report, 2000

Iowa Juvenile Crime Prevention Community Grant Fund Outcomes Report, 2000

The following Outcome Reports are derived from the Iowa Juvenile Crime Prevention Community Grant Fund 1999-2000 Report compiled by the Division of Criminal and Juvenile Justice Planning, Department of Human Rights. The report includes background information on the Community Grant Fund and more detailed information on the individual community programs (community collaboration, program overview, contact information, and budget).

Long-Range Goals for Iowa's Criminal & Juvenile Justice Systems, 2000

Iowa Code Section 216A.135 requires the Criminal and Juvenile Justice Planning Advisory Council (CJJPAC) to submit a long-range plan for Iowa's justice system to the Governor and General Assembly every five years. The first plan developed after the creation of the Division of Criminal and Juvenile Justice Planning was issued in 1990 and annually updated through 1994. Since 1992, appropriation law has required the CJJPAC to coordinate their planning activities with those of the Iowa Juvenile Justice Advisory Council (JJAC).

Iowa Prison Population Forecast FY 2000-2009

CJJP takes a look at the forecast of inmates population in the state of Iowa in a ten year period. Information was produced by Division of Criminal and Juvenile Justice Planning. This report was made possible partially through funding from the U.S. Department of Justice, Bureau of Justice Statistics and its program for State Statistical Analysis Centers. The Juvenile Accountability Incentive Block Grant (JAIBG) Program in Iowa, 1999 – 2000

The issue of effectively holding juveniles accountable for criminal behavior is a topic of public concern and debate. Congress created the Juvenile Accountability Incentive Block Grant (JAIBG) program and appropriated new federal funds through the Office of Juvenile Justice and Delinquency Prevention (OJJDP). The goals of the program are to reduce juvenile delinquency, improve the juvenile justice system, and increase accountability for juvenile offenders.
