Prior to European settlement, wetland basins covered 4 to 6 million acres, or approximately 11% of Iowa's surface area. Wetlands were part of every watershed in the state, but nearly 95% of them have been drained for agriculture. As Iowa was settled wetlands were drained and developed, resulting in the loss of wildlife habitat, damage to water quality, rapid topsoil erosion, and increased incidents and severity of flooding. The condition of Iowa’s remaining wetlands is poorly known. The goal of this project was to assess the ecological condition of prairie pothole wetlands in a defined region of north-central Iowa. This project has worked to develop and establish our wetland sampling methods, while providing baseline data regarding the basic chemical, physical, and biological status of Iowa’s permanent and semi-permanent wetland resources. The baseline data obtained from our monitoring methods is mainly in the form of numerical values derived from the lab analyses of our samples. This data will be used to begin building a database to interpret ecological condition changes in Iowa’s wetlands as the sampling regime and assessment methodology are repeated over time.

Monitoring of nitrogen and phosphorus in streams and rivers throughout Iowa is an essential element of the Iowa Nutrient Reduction Strategy (INRS). Sampling and analysis of surface water is necessary to develop periodic estimates of the amounts of nitrogen and phosphorus transported from Iowa. Surface and groundwater monitoring provides the scientific evidence needed to document the effectiveness of nutrient reduction practices and the impact they have on water quality. Lastly, monitoring data informs decisions about where and how best to implement nutrient reduction practices, by both point sources and nonpoint sources, to provide the greatest benefit at the least cost. The impetus for this report comes from the Water Resources Coordination Council (WRCC) which states in its 2014‐15 Annual Report “Efforts are underway to improve understanding of the multiple nutrient monitoring efforts that may be available and can be compared to the nutrient WQ monitoring framework to identify opportunities and potential data gaps to better coordinate and prioritize future nutrient monitoring efforts.” This report is the culmination of those efforts.

The Iowa Nutrient Reduction Strategy (NRS) is a research- and technology-based approach to assess and reduce nutrients—nitrogen and phosphorus—delivered to Iowa waterways and the Gulf of Mexico by 45 percent. To measure progress, researchers track many different factors, from inputs (e.g. funding) and the human domain (e.g. farmer perspectives) to land management (e.g. on-farm practices) and water quality. Monitoring Iowa streams provides valuable insight into measuring water quality progress and the reduction of surface water nutrient loss. The Iowa Nutrient Reduction Strategy (NRS) aims to reduce the load, or total amount (e.g. tons), of nutrients lost annually. Researchers calculate the load from water monitoring results, which measure concentration combined with stream flow.

Iowa’s three million acres of forest land provide environmental benefits to all Iowans in terms of soil erosion control, air quality, and water quality. In 2013, more than 6.5 million trees died. Within those trees there were more than 125 million board feet of wood, compared to 98 million board feet of wood harvested. This level of mortality is the highest level reported from US Forest Service inventories in twenty years. This is disturbing when considering more than 18,000 Iowans are employed in the wood products and manufacturing industry, generating nearly $4 billion in annual sales, more than $900 million in annual payroll and more than $25 million to private woodland owners annually from the sale of timber.

The Watershed Improvement Fund and the Watershed Improvement Review Board (WIRB) were created in 2005. This statute is now codified in Iowa Code Chapter 466A. The purpose of the Watershed Improvement Fund is to enhance the water quality in the state through a variety of impairment-based, locally-directed watershed improvement projects. These projects are awarded grants through a competitive application process directed by the WIRB. Appropriations to the Fund do not revert except for the Capital Revenue Bonds II (RCB2) appropriation. Interest earned on the moneys on the Fund are also retained in the Fund and are used to fund projects or pay per diem and expenses of the WIRB members. Starting July 1, 2012, the Fund is also receiving Animal Agriculture Compliance Fund Penalties. In state fiscal years 2009 (SFY2009) and 2010 (SFY2010), the Watershed Improvement Fund was appropriated $5,000,000 from the Rebuild Iowa Infrastructure Fund (RIIF). In SFY2011, the Watershed Improvement Fund was appropriated $2,000,000 from the Revenue Bonds Capitals II Fund (RBC2). No appropriation was received in fiscal year 2012. In SFY 2013, the Watershed Improvement Fund was appropriated $1,000,000 from the RIIF.
