In the Spring of 2004, the Iowa legislature passed the bill to establish the Commission on the Status of Iowans of Asian and Pacific Islander Heritage (CAPI) within the Department of Human Rights. Nine (9) commissioners were appointed by the Governor in October. In August 2006, the first division administrator was appointed; thus the Division was established. The duties of the Commission, as established in Iowa Code Chapter 216A.152, define the work of the Division. Vision: All Iowans live up to their potential, regardless of ethnicity, station in life, and religion. Mission: To empower Asians and Pacific Islanders, improve their well-being, and celebrate a diverse Iowa.

Independence, respect, and equality are values important to all people. These values help define the concepts of autonomy (independence and freedom) and self-determination (the right to make decisions for one’s self). Because these rights are so valued in our society and are something that most of us would value for ourselves, the “least restrictive alternative” should always be considered before taking away a person’s civil and legal rights to make decisions for him or herself. The least restrictive alternative is an option, which allows a person to keep as much autonomy, and self-determination as possible while providing only the level of protection and supervision that is necessary. Some examples may include: representative payee for certain government benefit checks, joint bank accounts or advance directives for health care.

During the spring and summer of 2005, two surveys were taken of motor vehicle drivers’ and passengers’ seat belt usage. These surveys are before and after parts of the “Click it or Ticket” education and enforcement campaign. The whole project starts with a pre-campaign survey followed by the four-week public information, education and enforcement campaign. Finally, the postcampaign survey is taken to test the effectiveness of the education and enforcement campaign. In the pre-campaign survey of seat belt usage, the usage/non-usage of 15,444 front seat occupants of cars, vans, SUVs and pickups were observed at 100 locations. In the post-campaign survey of seat belt usage, 15,731 observations were made of front seat occupants of cars, vans, SUVs and pickups. The day of the week and time of day the observations took place were selected for each site using a random number generation computer program.
