Aging Watch will be published regularly during the legislative session and monthly in the interim by the Iowa Department on Aging. “Aging Watch.” The Department is providing this update to better inform you about policy affecting older Iowans. In addition to policy updates from the statehouse and the nation’s capitol, you’ll learn about Department programs and changes affecting the landscape. As you’ll learn reading this and future editions, big changes are coming for the Iowa Aging Network. Over the next year the Department will be reducing the number of local Area Agencies on Aging, as required by legislative action. Not surprisingly, this is a major change for everyone.

Asset Management Program Enhancement Plan: Baseline Assessment Phases I and II, 2015

This project resulted in the development of a framework for making asset management decisions on low-volume bridges. The research focused on low-volume bridges located in the agricultural counties of Iowa because recent research has shown that these counties have the greatest percentage of structurally deficient bridges in the nation. Many of the same counties also have the highest crop yields in the state, creating a situation where detours caused by deficient bridges on farm-to-market roads increase the cost to transport the crops. Thus, the research proposed the use of social return on investment (SROI), a tool used by international institutions such as the World Bank, as an asset management metric to gauge to the socioeconomic impact of structurally deficient bridges on the state in an effort to provide quantified justification to fund improvements on low-volume assets such as these rural bridges. The study found that combining SROI with current asset management metrics like average daily traffic (ADT) made it possible to prioritize the bridges in such a way that the limited resources available are allocated in a manner that promotes a more equitable distribution and that directly benefits the user, in this case Iowa farmers. The result is a system that more closely aligns itself with the spirit of MAP-21, in that infrastructure investments are used to facilitate economic growth for Iowa’s agricultural economy.

1228-013 Center Lake Watershed Final Report

A targeted approach is being used in the Iowa Great Lakes Watershed with a keystone project featured within this project application in the heavily urbanized Center Lake Watershed. As identified in the Iowa Great Lakes Watershed Management Plan, urban runoff is the only remaining watershed concern in the Center Lake Watershed as the map in the attachments clearly shows. Fully one third of the watershed concerns of Center Lake will be treated through the installation of 7 keystone urban practices and will remove 63 pounds of phosphorous from entering the lake annually. Due to the interconnectedness of the Iowa Great Lakes (IGL), the watershed has been broken down into sub units called Resource Management Areas (RMA's) for priority practice implementation. This project will mesh with the existing Iowa Great Lakes Watershed Management Plan by reducing pollutant loads from the highest priority RMA's which are resulting in impaired water bodies. The majority of the funding needed for the specific practices specified in this proposal has already been secured through the Iowa DNR Section 319 and Lake Restoration Programs, The Water Quality Commission and the City of Spirit Lake. This funding request will simply bring the overall cost of these keystone practices into the range of affordability for the committed funders and the City of Spirit Lake
