Case File 0603454 The Ombudsman received a complaint on August 29, 2006 alleging violations of the Iowa Open Meetings Law by the Luther City Council (Council) in its meeting on August 2, 2006. Based upon my review of the complaint, I identified the following allegations for investigation: • The Council violated Iowa Code section 21.5 by failing to announce the reason session on the August 2, 2006 meeting agenda. • The Council violated Iowa Code section 21.5 by holding a closed session for an impermissible reason. • The Council violated Iowa Code section 21.5(2) by discussing unrelated issues in the closed session.

The Iowa Watershed Improvement Review Board (WIRB) was created by the Iowa Legislature and signed into law by the Governor in 2005 as Senate File 200. This statute is now codified in Iowa Code Chapter 466A. The fifteen-member Board conducted eight meetings throughout the year in-person or via teleconference. Meetings were held January 24, February 27, March 13, May 15, August 7, September 20, October 6, and December 18. Attachment 3 lists the board members and their organization affiliation. The Board appointed a five-member subcommittee to review and revise the Request For Applications (RFA) documents and submit recommendations to the full Board. The RFA documents were approved as modified at the May 15, 2006 Board meeting.

On today’s ride we continue riding across the Southern Iowa Drift Plain. This landform region covers over 40% of the state and comprises most of southern Iowa. Over the last several million years Iowa was subjected to at least seven glacial advances. The last of these older advances occurred approximately 500,000 years ago. Since then the landscape has been subjected to stream erosion and from12,500-24,000 years ago was mantled with a thick blanket of loess before being further eroded.
