This is your employee handbook. This information is based on Iowa Department of Administrative Services – Human Resources Enterprise (DAS-HRE) rules and policies. Much of the information in this handbook is also covered in the State’s collective bargaining agreements. Where there are differences between a collective bargaining agreement and this handbook, the collective bargaining agreement prevails for employees covered by the agreement. Where there are differences between this handbook and DAS-HRE rules and policies, DAS-HRE rules and policies prevail. Some of the employee benefit plans described in this handbook are subject to legal requirements concerning reporting and disclosure. This handbook contains highlights of those plans. For complete details about benefit plans, consult the benefit handbooks and the official plan documents. In case of any discrepancy, the official plan documents prevail. Of course, changes in laws may affect the benefit programs described in this handbook. The State of Iowa reserves the right to amend the contents of this handbook at any time without prior notice. The provisions of this handbook and other policies do not establish contractual rights or conditions of employment between the State and its employees.

Iowa state government, as well as other state governments, other public jurisdictions and other employers in general, finds itself at the beginning of a unique demographic phenomenon, the aging of the workforce and the concomitant mass exodus of many workers. Anticipation of this trend alone has raised the profile of and interest in workforce planning. In 2000, the Iowa Department of Personnel, the predecessor agency of the Department of Administrative Services Human Resources Enterprise (DAS-HRE), undertook several initiatives as foundational steps in establishing a workforce planning program.

The Iowa DOT takes affirmative action to ensure that Disadvantaged Business Enterprises have the maximum practical opportunity to get Iowa DOT contracts for construction, professional, and technical service. The Iowa DOT also has taken specific steps to ensure there is no discrimination in the awarding and administering of contracts. The department's DBE Program, which has been developed under this policy, is administered by the Office of Contracts.

The Iowa Commission on the Status of Women (ICSW) is a state agency that seeks to assure equality for Iowa women. As an advocacy agency, the Commission works to equalize women's opportunities and to promote full participation by women in the economic, political, and social life of the state. This is the tenth edition of the Status of Iowa Women Report. Many positive changes toward women's full participation in all aspects of society are evident in this edition: more women than ever are getting a post-secondary education and they have made significant inroads into some traditionally male-dominated work domains. Still, much remains to be done. The 2006 report also shows that girls, by and large, are not enrolling in upper-level high-school computer courses, a necessity for the 21st century; women's earnings lag behind men's; and women continue to be raped, beaten, and battered at staggering rates. Much work needs to be done at the community and state levels to address those and other challenges addressed in this publication.

The Iowa Department of Natural Resources (IDNR) administers the Public Drinking Water Program in Iowa under delegation of authority from the United States Environmental Protection Agency (EPA). The 1996 re-authorized Safe Drinking Water Act (SDWA) requires that each state that has been granted primary implementation authority prepare an annual report on violations of national primary drinking water regulations within the state, make the report readily available to the public, and submit it to the EPA. This report fulfills this responsibility in Iowa for the 2006 calendar year, and includes violations of maximum contaminant levels, maximum residual disinfectant levels, treatment technique requirements, major monitoring or reporting requirements, action level exceedances, and operation certification requirements.
