Certain areas of Iowa abound in loess, others contain soft limestones that are readily and cheaply available, and a large portion of the state is underlaid with sand. None of these materials is considered suitable in present practices for use in all-weather road construction. The loess is too fine and too difficult to handle; the limestones are considered too soft, and some of the harder ones unsound for this use; the sands are not naturally of the desired gradation and do not lend themselves to blending into satisfactory gradations. The purpose of this project is, therefore, to study and develop means and to determine the feasibility of using these materials, loess, fine sand, and soft limestones, either separately or in combinations in conjunction with liquid binders to produce paving mixtures applicable for all-weather road construction. Also included in the project was the development of methods of processing any of these materials, if necessary, to make them suitable for the desired purpose

This is the fifth publication in a series of compilations of the reports on research completed for the Iowa State Highway Commission. This research was done for the Iowa State Highway Research Board Project HR-1, "The Loess and Glacial Till Materials of Iowa; an Investigation of Their Physical and Chemical Properties and Techniques for Processing Them to Increase Their All-Weather Stability for Road Construction." The research, started in 1950, was done by the Iowa Engineering Experiment Station under its project 283-S. The project was supported by funds from the Iowa State Highway Commission. The principal objectives of the project may be summed up as follows: 1. To determine by means of both field and laboratory studies the areal and stratigraphic variation in the physical and chemical properties of the loess and glacial till materials of Iowa. 2. To develop new equipment and methods for evaluating physical and chemical properties of soil where needed. 3. To correlate fundamental soil properties with the performance of soils in the highway structure. 4. To develop a scientific approach to the problem of soil stabilization based on the relationships between the properties of the soils and those of the admixtures. 5. To determine the manner in which the loess and glacial till materials of Iowa can be processed for optimum performance as highway embankments, sub-grades, base courses, and surface courses.

(b) On January 1, l954, a total of 77,024 miles of these rural roads were surfaced - mostly with gravel and crushed stone. This is 5,53l miles greater than on January l, 1952. (c) Additional roads are being surfaced at the rate of 2766 miles per year. (d) Iowa's highway program provides for a surfaced road to every reasonably located rural home and a paved or other type of dustless surface on all primary roads. The objective of this research project was to evaluate the construction and service performance of ammonium phosphate/fly ash (APFA) treated base courses of crushed fines and/or unprocessed sand. Specific test results related to construction of the test sections were included in the 1987 construction report by Iowa State University. The performance of the experimental sections is dealt with in this final report. This 1986 project demonstrated that in all cases the control sections utilizing a Type B base experienced dramatically less cracking in the surface than the APFA treated base sections. The cost per mix and subsequent surface maintenance costs for the APFA base sections, especially those having a substantial amount of limestone, were higher than the Type B base control sections. This type of construction may prove to be economical only when petroleum product costs escalate.

The Lane-Wells Road Logger was utilized primarily to determine the feasibility of employing such a device for moisture and density control in Iowa highway construction. A secondary objective was the use of the Road Logger to obtain information concerning moisture content and density during and after construction. Correlation studies with conventional test results required a small portion of the lease period. Practically all phases of construction and most materials utilized in base and surface courses were surveyed. Results of this study were good, in general, with the Road Logger indicating dry density slightly higher and the moisture content slightly lower than conventional results in most instances. Economic feasibility seemed to pose the greatest problem for the acceptance of the Road Logger as a standard compaction control device. It would appear from the findings of this study that probably only large projects, or several smaller contracts tested simultaneously, could justify the expense of the Logger. A total of about 128 miles were surveyed with the Logger during the lease period. Approximately 16 days of downtime due to minor breakdowns were recorded. Inclement weather forcing construction delays resulted in several idle days in which the Logger's full capabilities were not realized.
