Issue review : Area Education Agency review update.

Information presented provides an update of the Area Education Agency issue review published in 1997, including history, organization, funding formula, revenues, expenditures, and authority.

Issue review : community empowerment.

The Community Empowerment Initiative is in the 12th year and is undergoing review for a possible redesign. This issue review provides a history of the program, a review of the current status, and some highlights from the redesign process that is underway.

Issue review : school aid funding for fiscal year 2010 and fiscal year 2011.

State school aid accounts for approximately 41.3 percent of the total general fund appropriations for fiscal year 2010. The current law estimate for fiscal year 2011 state school aid totals 2.689 billion dollars, an increase of 542.7 million dollars compared to the net fiscal year 2010 amount.This issue review provides an analysis of school aid funding for fiscal year 2010 and fiscal year 2011 and provides some alternatives that the General Assembly may wish to consider for fiscal year 2011.

Issue review : fiscal year 2011 general fund budget projection.

This issue review provides an overall summary of Iowa's general fund budget. This issue review provides projections for the 2010 fiscal year and fiscal year 2011 budgets based on the October 7, 2009 revenue estimating conference's (REC) revenue estimate. The projection also includes the impact of the Governor's 10 percent across-the-board reduction to fiscal year 2010 general fund appropriations, and the Legislative Services Agency's most recent estimates of built-in and anticipated expenditures for fiscal year 2011.

Issue review : court debt collection.

This issue review provides background regarding the collection of outstanding court debt and highlights changes made in Senate File 2428, Delinquent Debt Collection Act, beginning in fiscal year 2009.

Issue review : Regents employees, fiscal year 2001 through fiscal 2010.

An examination of the changes in employment at the three Regents universities and two special schools since fiscal year 2001.

Issue review : narrowband mandate and statewide interoperability.

This issue review highlights the federal mandate requiring all non-federal public safety license holders on frequencies rating from 72 to 512 megahertz to reduce their operating bandwidth from 25 kilohertz to 12.5 kilohertz narrowband channels by January 1, 2013.

Issue review : Electrical Examining Board.

The Electrical Examining Board is responsible for overseeing the licensing, permitting, inspection and continuing education requirements of the statewide electrician and electrical contractor program in Iowa. This issue review provides a summary of the program and a review of the current situation.

Issue review : school formula funding -- supplementary weightings.

Supplementary weightings for school districts are estimated to generate approximately 63.9 million dollars in funding in fiscal year 2011. This issue review provides an overview of all supplementary weightings currently available to school districts and examines the total funding amounts from fiscal year 2003 through fiscal year 2011.

This issue review provides information on the Department of Corrections current and projected offender population, facility capacity, construction update and impact on the general fund.

Issue review : tuition at Iowa Regents universities.

Examination of the growth in tuition at Iowa Regents universities with comparisons to inflation, funding sources, peer institutions, and relative to household income.

Issue review : narrowband mandate and state agency communications systems.

The federal government mandated that all non-federal public safety license holders on the frequencies ranging from 150 to 512 megahertz reduce their operating bandwidth from 25 kilohertz to 12.5 kilohertz. Narrowband channels must update their operating licenses by January 1, 2013. Failure to do so will result in the loss of communication capabilities and fines. This issue review analyzes the impact to state agencies of the federal mandate requiring all two-way radio systems and some paging networks, including those used by public-safety agencies, to meet the new narrowband requirements by January 1, 2013. This issue review does not address the impact to local communications systems.

Issue review : fiscal year 2011 Judicial Branch budget impact.

This issue review analyzes recent activity related to the Judicial Branch budget. The Judicial Branch budget is 3 percent of the total state general fund budget and consists of 95 percent personnel costs and 5 percent non-personnel costs. As of August 31, 2010, 29 clerks-of-court offices are operating on a part-time basis with reduced public hours. The remaining 70 offices are closed for two hours a day, two days a week. From February 2009 through June 2010, there were 15 court closure days.

Issue review : streamlined sales and use tax agreement.

During the 2010 legislative session, Senate File 2375, or Streamlined Sales and Use Tax Administration Act, was approved by the general assembly. The act modified the Iowa sales use tax law to keep the state in compliance with the National Streamlines Sales and Use Tax Agreement. This issue review provides a brief update on the status of the agreement and its impact on Iowa.
