If it comes to the attention of a sheriff, police department or other law enforcement agency that a public offense has been committed in its jurisdiction, the law enforcement agency shall report information concerning such a public offense to the department on a form to be furnished by the department not more than thirty-five days from the time the public offense first comes to the attention of the law enforcement agency. The reports shall be used to generate crime statistics. Violent Offender Recidivism in Iowa, 2004

A study was conducted examining recidivism of inmates released from Iowa prisons during State FY1996, FY1998, and FY2000 whose most serious conviction offense had been a crime against persons. These offenders were tracked for varying periods of time due to differing times of release.

Selected Information About County Jails and Adult Detention Facilities in Iowa, 2003

During the 2002 session of the Iowa General Assembly, Senate File 2278 was enacted, establishing a new Section 356.36A within the Iowa Code. Subsequently, House File 2623 was enacted, which served to make a minor amendment to Senate File 2278. The Governor subsequently signed the amended legislation into law. The final version of the new Section 356.36A required that the Iowa Department of Human Rights, Division of Criminal and Juvenile Justice Planning and Statistical Analysis Center (CJJP) prepare a report for the Legislature “analyzing the confinement and detention needs of jails and facilities established pursuant to chapters 356 and 356A.

The Juvenile Accountability Incentive Block Grant (JAIBG) Program in Iowa, 1999 – 2000

The issue of effectively holding juveniles accountable for criminal behavior is a topic of public concern and debate. Congress created the Juvenile Accountability Incentive Block Grant (JAIBG) program and appropriated new federal funds through the Office of Juvenile Justice and Delinquency Prevention (OJJDP). The goals of the program are to reduce juvenile delinquency, improve the juvenile justice system, and increase accountability for juvenile offenders.

An Analysis of Regional Economic Growth in the U.S. Midwest, April 2005

In this paper we examine some of the economic forces that underlie economic growth at the county level. In an effort to describe a much more comprehensive regional economic growth model, we address a variety of different growth hypotheses by introducing a large number of growth related variables. When formulating our hypotheses and specifying our growth model we make liberal use of GIS (geographical information systems) mapping software to “paint” a picture of where growth spots exist. Our empirical estimation indicates that amenities, state and local tax burdens, population, amount of primary agriculture activity, and demographics have important impacts on economic growth.
