Special Points of Interest: • The Division of Soil Conservation celebrated its 70th anniversary July 1, 2009. The Iowa Soil Conservation: Laws were enacted in 1939 creating the state soil conservation agency and governing committee and providing for the creation of Iowa’s 100 soil and water conservation districts. • The Mines & Minerals Bureau, through the federal Abandoned Mine Land (AML) Program, worked with various watershed groups to again secure an additional $1 million dollars in funding for the construction on projects in Marion, Mahaska and Monroe Counties. • Iowa hosted the Mississippi River/Gulf of Mexico Hypoxia Task Force tour and meeting in September 2009.

The Board, codified in Chapter 466A, is an independent, self-governing body directed to award grants for water quality improvement and flood prevention in the state. The Board is authorized to request applications from soil and water conservation districts, local watershed improvement committees, public water supply utilities, counties, county conservation boards and cities and award grants to these entities. These grants are issued from the Watershed Improvement Fund. Annual appropriations of $5 million plus interest earned on the Watershed Improvement Fund allowed the Board to issue two Request For Applications in 2009. On February 27, the Board awarded grants to seven applicants for a total of $2,366,861. On September 21, the Board awarded grants to thirteen applicants for a total of $5,120,832. In addition to providing environmental benefits, these implementation projects stimulate economic recovery and create jobs through the purchasing oflocal goods and services.

The goal of the Iowa Child Death Review Team is to identify those risks or factors in childhood (ages 17 and under) that result in fatal outcomes through a retrospective review of child death cases. A multidisciplinary team approach to reviewing child death cases is conducted. Recommendations made by the Team are based on data, which then are used to identify trends that require systemic solutions. In reviewing the number of child deaths in years 2008 and 2009, one can quickly discern that child death rates declined from 2008 to 2009, decreasing from 386 to 311 deaths. The incidence of child death was higher in those counties with greater populations within our state.
