The local board of health is described in law in Iowa Code Chapter 137. It is described in rule in Iowa Administrative Code chapter 641.77. Law and rule define the structure, powers, and duties of the local board of health. The following information is a summation of the two. LOCAL BOARD OF HEALTH JURISDICTION AND APPOINTMENT: There are three types of local boards of health. 1. City (has to have been in existence before July 1, 2010) 2. County 3. District City boards of health have jurisdiction over public health matters within the city. City board members are appointed by the city council. County boards of health have jurisdiction over public health matters within the county. County board members are appointed by the county board of supervisors. District boards of health have jurisdiction over public health matters within the district. District board of health members are appointed by the county boards of supervisors from the counties represented by the district.

Iowa has been a HRSA State Planning Grant participant since October 2000. Iowas purpose in participating in the program has remained constant: to identify, through research, policies that will help expand access to affordable health insurance coverage for all Iowans. The Iowa State Planning Grant project (Iowa-SPG) has been able to serve as a significant state data resource on the uninsured in Iowa throughout its tenure. Through the use of State Planning Grant resources, policymakers, the media, and interested citizens have been able to access, from one convenient and trusted source, a variety of information on Iowas uninsured population. Section 1 of this report presents an update of state-level data on the uninsured with a focus on the data that has been of greatest interest to various Iowa constituencies during the State Planning Grant years, 2001-2005.

The Iowa 2012 General Assembly charged the Iowa Department of Public Health with creating a mental health and disabilities group to make workforce recommendations in support of services to Iowans (Senate File 2315, Division II, Section 24). The Department of Human Services Mental Health Redesign Initiative was already underway since 2010. Workforce supply is a critical element of service capacity. IDPH leadership reviewed the legislative language, conferred with DHS leadership, appointed the workforce, and began deliberations in fall 2012.

The Iowa Behavioral Risk Factor Surveillance System (BRFSS) is an ongoing telephone survey. It is financially and technically supported by the CDC with further financial support from public and private sources. The BRFSS is designed to collect information on the health conditions, health-related behaviors, attitudes, and awareness of residents age 18 and over. It also monitors the prevalence of these indicators over time. The indicators surveyed are major contributors to illness, disability, and premature death. This report focuses on the data collected during calendar year 2013. Some of the health-related issues discussed are general health status, health care access, cancer screening, tobacco use, alcohol consumption, body weight, physical activity, oral health, diabetes, respiratory conditions, immunizations, and HIV/AIDS awareness.

Promoting and protecting the health of Iowans is the mission of the Iowa Department of Public Health (IDPH). Surveillance of notifiable health conditions is essential in establishing what, how, and when events impact the publics health. Once this information is gathered, public health and health care providers around the state are able to use this data to take steps to prevent illnesses from occurring. Multiple divisions and bureaus are dedicated to accomplishing the goals of surveillance. In 2014, there were more than 86,000 laboratory results of infectious diseases and conditions submitted to IDPH disease surveillance programs. IDPH also investigates non-infectious conditions related to lead, occupational, and environmental hazards like carbon monoxide. In 2014, approximately 71,000 childrens and more than 7,000 adults blood tests results were reported to IDPH. ********Amended Annual Report 2014************ Amended May 2, 2016

The mission of the Iowa Department of Public Health (IDPH) is Promoting and Protecting the Health of Iowans. In addition to its larger role in population health preparedness, surveillance, and response, IDPH has historically funded a broad array of health-related services to a covered population of approximately 1,000,000 Iowa residents through a varied network of local community-based safety-net provider contractors. Those health-related services range from funding direct healthcare services like immunizations and vision screening to providing or funding facilitative services like transportation and care coordination. While all Iowans may be eligible for some IDPH-funded direct healthcare service, such as smoking cessation, the individuals most often eligible for these services have traditionally been the uninsured and under-insured. As uninsured Iowans become enrolled in health plan options available through the Iowa Health and Wellness Plan (IHAWP) and the Marketplace, IDPH anticipates that many direct healthcare services funded by IDPH will become covered benefits or services under new plans, changing the demand for IDPH-funded services.

The Iowa Disease Surveillance System (IDSS) was developed by the Iowa Department of Public Health (IDPH) to streamline and enhance communication and collaboration between laboratory, hospital, and public health (local and state) personnel related to infectious disease surveillance and reporting (as required by Iowa Code 139A) throughout Iowa. IDSS is a tool that speeds communication regarding cases of reportable infectious disease to allow public health to respond sooner and reduce costs associated with disease reporting and surveillance.

The goal of the Iowa Child Death Review Team is to identify those risks or factors in childhood (ages 17 and under) that result in fatal outcomes through a retrospective review of child death cases. A multidisciplinary team approach to reviewing child death cases is conducted. Recommendations made by the Team are based on data, which then are used to identify trends that require systemic solutions. In reviewing the number of child deaths in years 2008 and 2009, one can quickly discern that child death rates declined from 2008 to 2009, decreasing from 386 to 311 deaths. The incidence of child death was higher in those counties with greater populations within our state.
