State Library of Iowa Library Services and Technology Act Five-Year Plan, 2002

The Iowa Commission of Libraries, the State Library’s governing board, convened the Library Services Task Force in August 2000. This group consisted of 46 Iowans from across the state, including librarians from all types of libraries, library trustees, legislators, members of Iowa Regional Library system (now called Library Service Areas) and Area Education Agencies, and citizens. Their mission was to make recommendations to the Commission on positioning libraries to effectively and efficiently meet the future needs of Iowans. Needs and expectations of Iowa Library customers and funding authorities were identified and examined by the Task Force, and are reflected in its recommendations. The Commission received the Task Force recommendations in December 2000, carefully studied them, solicited input from the Iowa library community, and with a few changes, forwarded the recommendations to the Governor and the Iowa General Assembly. These recommendations are now known as Iowa Commission of Libraries priorities and serve as a blueprint for future development of the Iowa library system.

Iowa Technology Governance Board Annual Report, January 9, 2006

This is the annual report of the Technology Governance Board that is established in Iowa Code Section 8A.204. This annual report was produced in compliance with Iowa Code §8A.204(3a) and was submitted to the Governor, the Department of Management, and the General Assembly on January 9, 2006.

Watershed Improvement Review Board Annual Report, 2005

The Iowa Watershed Improvement Review Board was created by the Iowa Legislature and signed into law by the Governor in 2005 as Senate File 200. This statute is now codified in Iowa Code Chapter 466A. The fifteen-member board was appointed with the initial meeting being held August 22, 2005. Subsequent Board meetings were held October 10, December 2, and December 19. Attachment 1 lists the board members and their organization affiliation. The Board created a five-member subcommittee to develop and submit to the Board the Request for Applications (RFA) documents and procedural guidelines. These RFA documents were approved as modified on October 10, 2005.

Directs the Department of Human Services to meet with authorized representatives of unregistered Child Care providers (and others not covered by Executive Order 45 )in the State of Iowa.

Excecutive order signed by Governor Thomas Vilsck. Directs the Department of Human Services to meet with organizations and associations in order to improve delivery and quality of home and community-based care services for Iowa’s elderly and disabled.

Executive Order Number Forty-Four, September 2005

Excecutive order signed by Governor Thomas Vilsck. Directs the Department of Human Services to comply with all directives from the federal government arising from Hurricane Katrina insofar as those directives concern public welfare programs administered by DHS, declares that any evacuee shall be deemed a resident of the State of Iowa for purposes of obtaining eligibility for the food stamp, family investment and Medicaid programs, and DHS should process applications in an expedited and flexible manner.
