Pursuant to Iowa Code section 2B.5, the State Roster is published as a correct list of state officers and deputies, members of boards and commissions, justices of the Supreme Court, judges of the Court of Appeals, judges of the district courts, including district associate judges and judicial magistrates, and members of the General Assembly. More specifically, the State Roster lists the membership of active, policy-making boards and commissions established by state law, executive order of the Governor, or Iowa Court Rule. State institutions, such as hospitals, penal and correctional institutions and training schools for children have had libraries starting in about 1905. In 1925 the supervisory librarian position became vacant and was not filled. This report states that Iowa is in danger of losing her reputation as a progressive library state.

The Iowa Department of Transportation Office of Research & Analytics has created this Guide to help researchers and contractors of the Iowa DOT attain compliance with Federal and Iowa DOT Public Access Policies for transportation-related research publications and datasets. This guide provides direction for filling out the data management plan template (also attached to this record) that will help satisfy Iowa DOT and U.S. DOT requirements.

Visitation and Powers of Attorney

Resident’s rights are guaranteed by the federal 1987 Nursing Home Reform Law. This law requires nursing facilities to promote and protect the rights of each resident and places a strong emphasis on individual dignity and self-determination. Iowa has incorporated these rights into state law for nursing facility residents, assisted living and elder group home tenants. The attorney-in-fact’s authority is over health care decisions and visitation and access to a resident is not a health care decision. The law does not specifically set out restrictions on visitation as a right that the attorney-in-fact can exercise. Therefore, it is the position of the Office of State Long-Term Care Ombudsman that the attorney-in-fact does not have authority to determine visitation. As such, that right remains with the resident.
