CJJP Forecasts Increase in Special Sentence Sex Offenders Caseloads, Data Download, Iowa Department of Corrections, December 2011

The Iowa Sex Offender Research Council recently released a report to the Iowa General Assembly focusing on sex offender registration and the special sentence for sex offenders. Regarding the latter, the Council (staffed by the state’s Division of Criminal & Juvenile Justice Planning) projected a steady increase in community-based corrections’ special sentence caseloads from 619 offenders in 2011 to 2,651 offenders in 2021:

In addition to their original sentence, persons convicted of sexual abuse, incest or sexual exploitation of a minor also receive a “special sentence” of ten years, or in some cases, life. In its prison population forecast, the Iowa Division of Criminal and Juvenile Justice Planning noted “an unexpectedly high rate of revocation among those released to the special sentence, particularly given past research that has shown Iowa sex offenders having very low rates of re-arrest and/or return to prison.”

Several years ago the General Assembly increased the penalties for certain sex offenses by an additional ten years of community-based supervision, and in some case lifetime supervision. Risk Mitigation Strategies for Operations and Maintenance Activities, Final Report, April 2012

The objective of this research was to investigate the application of integrated risk modeling to operations and maintenance activities, specifically moving operations, such as pavement testing, pavement marking, painting, snow removal, shoulder work, mowing, and so forth. The ultimate goal is to reduce the frequency and intensity of loss events (property damage, personal injury, and fatality) during operations and maintenance activities. This report includes a literature review that identifies the current and common practices adopted by different state departments of transportation (DOTs) and other transportation agencies for safe and efficient highway operations and maintenance (O/M) activities. The final appendix to the report includes information for eight innovative O/M risk mitigation technologies/equipment and covers the following for these technologies/equipment: Appropriate conditions for deployment Performance/effectiveness, depending on hazard/activity Cost to purchase Cost to operate and maintain Availability (resources and references)
