The Zeman Barn (86-00028) is an early twentieth-century example of a gothic roofed barn and is part of the Zeman Farmstead located along U.S. Highway 30 in Otter Creek Township (Township 38N, Range 14W), Tama County, Iowa (Figures 1 and 2). The farmstead was initially evaluated in a reconnaissance architectural survey conducted in 1998 by The Louis Berger Group, Inc (Berger). An intensive architectural survey of the property by Berger’s Principal Architectural Historian, Martha H. Bowers, evaluated the farmstead as not being eligible for listing in the National Register of Historic Places (National Register) but noted that the barn appears to be eligible for listing in the National Register under Criterion C (Bowers 1998). At the request of the Iowa Department of Transportation, Berger completed the recordation project to provide a documentary record of the Zeman Barn in accordance with the guidelines set forth by the Iowa State Historic Preservation Office regarding historic property studies for barns. Background research for this project was conducted in September 2008 and April 2009. The property was inspected and photographed in May 2008. Information on the property was gathered through background research, interviews with Zeman family members, field investigation, and photo documentation. Historical maps of the project area were used to collect data necessary for developing regional and local historic contexts. The research for this report was conducted at the Tama County Courthouse and the Tama County Historical Museum Genealogical Library, both in Toledo. Much of the background research for the project was conducted by Camilla Deiber and Michael Dulle. Ms. Deiber also prepared the photographic documentation, plan drawings, and the graphics used in this report. Mr. Roger L. Ciuffo conducted interviews with Zeman family members and wrote this report.

The city of Ankeny is submitting this WIRB application for development of green urban stormwater practices on city and private property in the Fourmile Creek watershed. The stormwater project proposed includes stream restoration of the SE Tributary to Fourmile Creek (Tributary B), including weirs, bank shaping, toe protection, trees, and native plantings. The project also includes the creation of a native buffer along the stream channel in the city’s Summerbrook Park, installing four native planting beds, installing a pervious surface trail, installing a series of rain gardens/biorentention cells, and installing educational signage. Polk County Soil and Water Conservation District has committed $17,000 towards the native buffer and rain garden/biorentention cell. The city of Ankeny was also awarded a $100,000 I-JOBS grant from IDNR to complete the stormwater retrofit practices. The largest component of this project is public education. Our vision for this project is to take the entire 281 acre watershed and address it as a whole. We want to make a collaborative watershed that not only addresses the water entering the stream channel through adjacent properties, but takes each individual parcel within the watershed and strives to reduce contributions to the stormwater system. The stormwater issues of concern for Tributary B include stormwater volume, sediment, and nutrients. The stream restoration, best management practices (BMP) at Summerbrook Park, and BMPs on private property should help decrease the volume of stormwater and reduce the amount of sediment and nutrients that enter Tributary B and ultimately Fourmile Creek.

The federal Health Care and Education Reconciliation Act of 2010 ended the Federal Family Education Loan Program, or FFELP, and no new FFELP loans will be issued after June 30, 2010. The Iowa College Student Aid Commission received approximately 14 million dollars of its 14.7 million dollar fiscal year 2010 administrative budget from the various fees associated with the FFELP program and services. With the cessation of FFELP loans, the commission project's revenues will decline, as the currently existing FFELP loans are paid off, beginning with a 2.7 million dollar decline in fiscal year 2011. This issue review examines the prison system fiscal year 2010 budget, including receipts and expenditures, average annual costs, personnel and inmate assaults.

With the end of World War II and the advent of a variety of economic recovery programs, it became apparent to scholars and practitioners alike that the quality of the labor force, both here and abroad, was a vital, although often overlooked, factor in industrial recovery and growth. As a result of this awareness, there has been a development of interest and concern in the area of comparative education. Of particular interest has been the growing body of literature dealing with various aspects of comparative training and retraining programs within business and industry and related government-sponsored activities.
