In Iowa, the Department of Natural Resources (DNR)is responsible for regulating water allocation and use through the issuance of water use permits, but improvements are necessary in this process to assure sustainable supplies into the future. In recent years, there have not been resources dedicated at the state level to properly track and assess water quantity issues. Resources for water use and water quantity monitoring (groundwater level and surface gauges) have continued to decline and have resulted in data becoming outdated and in a format that is difficult to analyze in order to make good decisions.

Since 1978 when the Water Plan ’78 was published, there have been no truly comprehensive water planning efforts initiated. The ’85 Water Plan and the ’87 Groundwater Protection Strategy were significant efforts that resulted in real advancements in water resource protection but were not truly comprehensive in nature. Other efforts, such as the Section 208 (CWA) plans, the 2000 Nonpoint Source Management Plan, and various conservation and recreation planning efforts that involve various aspects of water have been completed but, like the ’85 Water Plan, were not comprehensive in nature.

The Iowa Department of Natural Resources (IDNR) has requested the Iowa Department of Public Health (IDPH) Hazardous Waste Site Health Assessment Program to evaluate environmental data collected at former farm equipment manufacturing facility located in Charles City, Iowa. The site, most recently operated by Allied Products Corporation, is a 70-acre site located at 13th Street and E Street in Charles City, Iowa (Figure 1). The site is undergoing a Targeted Brownfields Assessment conducted by the Contaminated Sites Section of the IDNR. This health consultation addresses potential health risks to people from future exposure to the soil within the property boundary, and any health impacts resulting from contaminated groundwater beneath the site property. The information in this health consultation was current at the time of writing. Data that emerges later could alter this document’s conclusions and recommendations.

The United States Environmental Protection Agency (EPA) has requested the Iowa Department of Public Health (IDPH) to evaluate the health impacts associated with exposure to contaminants of concern that have been found at the former Chamberlain Manufacturing Site. The EPA has been involved in the investigation and remediation of the Former Chamberlain Manufacturing Site since 2005. As part of these investigative activities, on-site soil sampling and both on-and off-site groundwater sampling has been completed. In addition, sub-slab soil gas, indoor air, and ambient air sampling at properties located near the Former Chamberlain Manufacturing Site has been completed. This health consultation addresses potential health risks to the public from exposure to the soil, groundwater and potential vapors within homes or buildings at or near the Former Chamberlain Manufacturing Site. This project would target Norfolk Creek Subwatershed for land treatment practices. The Norfolk Creek Subwatershed is 14,035 acres located southwest of Waukon. The landscape is characterized by rugged karst topography and is marked with hundreds of sinkholes, providing direct drainage into the water table, affecting wells, springs, and community water sources. The surface groundwater runoff from this karst landscape eventually flows into the Yellow River. The potential point and non-point pollution sources are complicated and expensive to resolve. Extensive water quality monitoring has been completed on Norfolk Creek and has tested high in many parameters. We hope that with the upland treatment included in this grant request, terraces, grade stabilization structures, sediment control basins, and livestock manure management systems, these will improve. Continued water quality sampling will monitor this. This application has been reviewed and approved by the Allamakee County Soil and Water Conservation District Commissioners.

A Targeted Brownfields Assessment was completed by the IDNR at this site to measure existing on-site contaminants. Assistance was sought from the IDPH to determine potential health risks if the site was developed for residential use. This health consultation addresses potential health risks to people from exposure to the contaminants found in the soil and groundwater within the property boundary. The United States Environmental Protection Agency (EPA) has requested the Iowa Department of Public Health (IDPH) Hazardous Waste Site Health Assessment Program to evaluate the health impacts of the proposed remedial strategy to be implemented at the Iowa City Former Manufactured Gas Plant Site (FMGP). The proposed remedial strategy to be implemented incorporates the following: 1) access restrictions through the continued operation of the Iowa-Illinois Manor and restriction on any future water well installation through continued implementation of a local environmental covenant; 2) previous site decommissioning activities that have restricted access to site contaminants; and 3) continued monitoring of the groundwater to ensure that contaminant levels in groundwater remain the same or are declining in concentration. This health consultation addresses potential health risks to people from exposure to the soil and vapors within the property.
