The andalusian comprehensive cancer plan 2002-2006 : Andalusian Public Health System

Cancer is a major health problem in our Autonomous Community and is the second cause of death in both males and females. The incidence, mortality, potential years of life lost and resource consumption alongside the suffering endured by patients and families call for a commitment to be made by the Health Administration, healthcare professionals, patients and caregivers. This Plan is based on updated analyses of the mortality, incidence and survival of Cancer in Andalusia, of the situation of Cancer care and the resources available and of the expectations of patients and main caregivers, and on the conclusions of different Work Groups on the Management of Processes related to Cancer. The Andalusian Comprehensive Cancer Plan establishes an action programme that involves organisational and functional changes, new proposals for the training of professionals and a specific funding base.

After these seven years, its achievements have placed it as the knowledge manager of Health Sciences in Andalusia. It centralizes the subscription of information resources and the acquisition of applied technologies, but it also implements the necessary services for the research community in order to provide a better management of the information which is used and generated. Nowadays, in these economic turbulence days, the Digital Library optimizes the management and the economic resources in order to suit the Andalusian Government commitment in terms of assistance and research activities.

New challenges, new skills for a digital library

The Andalusian eHealth Library (BV-SSPA) was set up in 2006, but the region already had 42 librarians who worked at hospitals or other centers and were in charge of their libraries. The Digital library meant for all of them the availability of a greater amount of scientific resources and also the challenge of adapting to this new environment which brought new tasks and responsibilities to their daily work, and required the development of new skills. The time has arrived to analyze how they have implemented this change and how it has transformed their professional profile within the Andalusian Health System. Nowadays, the Andalusian eHealth Library establishes the librarian’s targets and their work is evaluated according to the fulfillment of these targets. This evaluation is carried out by the director of the BV-SSPA, taking into account the performance related to the general stated targets, as well as their level of commitment to the Digital Library through the performing of specific assigned tasks.
