This introductory brief has been written as a response to a request for information on HIA and waste management, with particular reference to incineration. EU legislation forms the basis for much of Irish waste management policy. Waste Management – Taking Stock and Moving Forward (2004) sets targets for increased prevention and minimisation, encourages reuse and gives preference to recovery and recycling, which is in line with the EU’s Sixth Environmental Action Plan (2002). In the area of waste incineration, the Waste Incineration Directive (2000/76/EC) has been transposed into Irish law and sets operating requirements for the incineration of waste.

This report was prepared independently by Mr McLoughlin with the insurers support, for consideration by the Minister for Health and the insurers. All parties were very conscious of the importance of respecting competition law when dealing with issues such as prices and costs. The Phase 1 report contains 32 recommendations under 9 headings as follows: Most of the recommendations in the Phase 1 report could be implemented on an administrative basis, while a small number, if adopted, would require legislation. Some of the key recommendations to drive down costs are can be summarised as follows: Controlling costs in private health insurance Care settings and use of resources Age structure of the market Clinical audit and utilisation management Industry approach to private psychiatry Fraud, waste and abuse Chronic disease management Claims processing Admission and discharge procedures and processes. The Northern Ireland Clinical Research Network (NICRN) undertakes research in a range of medical fields. The NICRN is part of a UK-wide initiative to provide opportunities for patients and clinicians to participate in high-quality clinical research. This leaflet is targeted towards commercial partners who may wish to conduct clinical trials within Health and Social Care (HSC). The NICRN offers a range of supports for commercial partners, which allow clinical trials to get underway quickly and ensure they run smoothly.� Increasing opportunities for HSC service users to participate in clinical research and trials has the potential to bring benefits for the patients themselves and longer-term benefits to the HSC system in Northern Ireland as a whole.
