This Government came to power committed to reforming and modernising the health and personal social services (HPSS) and returning them to their founding principles and core values. The momentous political change which has taken pl ace in Northern Ireland over the last year means that the new Assembly will now be taking up that challenge. This paper is not a blueprint. It signals the direction in which the Government wishes to move, but it will quite properly be for the Assembly to take final decisions on the way forward. There are many difficult issues to be addressed and change cannot happen overnight. That is the challenge which faces the Assembly and the HPSS. I wish them every success in meeting it. åÊ åÊ

Monaghan General Hospital – Proposals for further and future development The Independent Review Panel recommended a review of the existing protocol for emergency obstetric cases presenting at Hospitals such as Monaghan which have no on-site obstetric expertise, and the implementation of a revised protocol. An Expert Group was established by the Department to examine the regulatory framework required to facilitate the availability of buprenorphine / naloxone or buprenorphine-only products as an alternative to methadone for the treatment of opioid dependency. The Group’s recommendations in relation to the future use of such products in Ireland, taking into account a report by Create Consultancy Ltd evaluating a feasibility study on their use in the Irish context, have been forwarded to the HSE with a request that the HSE revert to the Minister for Primary Care with proposals for the Recommendations’ implementation. The new single Equality Duty represents a next step in equality legislation. The existing public sector equality duties for race, disability and gender were pioneering pieces of legislation which placed the public sector at the forefront of tackling discrimination and inequality.Many have seen the benefits the existing duties have delivered, but now is the time to go further. the aim of this bill is to extend the benefits of the equality duties to the other protected characteristics of age, sexual orientation, gender reassignment, and religion or belief.The Equality Duty will require public bodies to think about how they can eliminate discrimination, advance equality of opportunity and foster good relations for all the protected groups.

In May 2013, the then Minister for Education and Skills announced a wide ranging review of apprenticeship in Ireland. The review was undertaken by an independent Review Group under the chairmanship of Kevin Duffy. The objective of the review was to “examine the future of apprenticeship training in Ireland with a greater focus on a work based learning and a closer alignment of the current needs if the Irish labour market”. The Apprenticeship Review took place in the context of a wider reform programme in education and training, including major structural change in further education and training, the establishment of SOLAS and the development of new national strategies in both further and higher education. Apprenticeship was defined by the Apprenticeship Review Group as a programme of structured education and training, which formally combines and alternates learning in the work place with learning in an education or training centre, (a dual system i.e. a blended combination of on-the-job employer-based training and off-the-job training) whose completion - Prepares the participant for a specific occupation - Leads to an award, recognised under the National Framework of Qualifications from Level 5 to Level 1

It was important to us to engage with as many students as possible throughout the process of developing a new name for the reformed junior cycle. In this vein, we used a wide variety of methods to engage with students in order to capture as many ideas as possible; text messaging, Facebook, Twitter, email and consultation sessions. We circulated posters to all schools via post and/or email, and contacted schools in catchment areas for the consultation sessions by phone. In our consultation sessions, we had discussions with the participating students about what the new junior cycle would be, closely guided by the content of “Towards a Framework for Junior Cycle” from the National Council for Curriculum and assessment. In these sessions, students then gave feedback on what they thought of the reformed junior cycle, developed their own ideas, and identified what they thought should be reflected in the name of the reformed junior cycle
