Health Impact Assessment and Waste Management with particular reference to Incineration: An introductory paper

This introductory brief has been written as a response to a request for information on HIA and waste management, with particular reference to incineration. EU legislation forms the basis for much of Irish waste management policy. Waste Management – Taking Stock and Moving Forward (2004) sets targets for increased prevention and minimisation, encourages reuse and gives preference to recovery and recycling, which is in line with the EU’s Sixth Environmental Action Plan (2002). In the area of waste incineration, the Waste Incineration Directive (2000/76/EC) has been transposed into Irish law and sets operating requirements for the incineration of waste.

Developing a population approach to gambling health issues

The Institute of Public Health in Ireland (IPH) has developed this briefing paper to highlight the health impacts connected to gambling and in particular problem gambling.  This paper was developed to give information to Government Departments who are currently reviewing gambling legislation across the island of Ireland.  It draws attention to the impact problem gambling can have on the individual, family and community health and well-being.

Smokefree legislation consultation response (UK)

The Institute of Public Health was established in 1999 to promote co-operation for Public Health on the island of Ireland. It aims to improve health across the island of Ireland by working to combat health inequalities and influence public policies in favour of health. The remit includes; providing public health information and surveillance; strengthening public health capacity; and advising on policy. The Institute of Public Health welcomes the consultation on the Smokefree Elements of the Health Improvement and Protection Bill. The Institute strongly supports a total ban on smoking in all enclosed workplaces and public places.  A total ban on smoking in all enclosed public places and workplaces is the only way to adequately protect the health of all workers and contribute to reducing the prevalence of smoking within the population. The exemptions within the proposed Health Improvement and Protection Bill will fail to protect many workers particularly in the hospitality industry. These workers are often at greatest risk from Environmental Tobacco Smoke (ETS) due to the extent of their exposure.

This policy guidance is intended for staff working within the Health and Personal Social Services sector in Northern Ireland, and aims to provide advice and information on the provision of health and social care services to asylum seekers and refugees. The purpose of the policy is to ensure that asylum seekers and refugees are given equitable access to health and social care services under the terms of the current legislation, with the overall aim of providing a culturally competent health and social care services. åÊ

Statutory Registration for Health and Social Professionals

The Department of Health and Children has committed itself to introducing legislation to provide for the statutory registration of certain health and social care professionals. Against this background, the Department held a series of workshops with the professional bodies to try to reach a consensus on how a system of statutory registration might operate in practice. The workshops were facilitated by the Institute of Public Administration. Report on the baseline measurement of the administrative burden from the Department of Health

The Irish Government in March 2008 set a target to identify measure and reduce the Administrative Burden (AB) of domestic regulation for businesses by 25% by the end of 2012 – on foot of a European Council invitation to all member states in March 2007. As part of a cross-Government process led by the Business Regulation Unit of the Department of Jobs, Enterprise and Innovation (DJEI), the Department of Health carried out a measurement exercise in 2012 on the main Information Obligations placed on business by legislation in the areas of Food, Nursing Homes and Pharmacy sectors.The AB baseline measurement for those information obligations is described in this report. Review of Measures to Reduce Costs in the Private Health Insurance Market 2013

This report was prepared independently by Mr McLoughlin with the insurers support, for consideration by the Minister for Health and the insurers.  All parties were very conscious of the importance of respecting competition law when dealing with issues such as prices and costs. The Phase 1 report contains 32 recommendations under 9 headings as follows: Most of the recommendations in the Phase 1 report could be implemented on an administrative basis, while a small number, if adopted, would require legislation. Some of the key recommendations to drive down costs are can be summarised as follows: Controlling costs in private health insurance Care settings and use of resources Age structure of the market Clinical audit and utilisation management Industry approach to private psychiatry Fraud, waste and abuse Chronic disease management Claims processing Admission and discharge procedures and processes. Most of the recommendations in the Phase 1 report could be implemented on an administrative basis, while a small number, if adopted, would require legislation.
